Dear Parents and Guardians,
Major updates to the Pennsylvania Public School Code are now in effect, significantly impacting all cyber charter schools. These changes—driven by Act 55 of 2024 and the most recent Act 47 of 2025—redefine residency, attendance, and funding.
Please review the following information carefully. Action is required for several items listed below.
The state now requires much more frequent and strict residency verification. This is a critical requirement for every family to remain enrolled.
Deadlines: Parents must submit continued proof of residence by March 1 and November 1 of each school year.
The Law: Per the new law, parents are required to submit this proof to both CPDLF and your home school district.
Our Solution: For your convenience, if you submit your proof to us, we will forward it to your home district for you to ensure you remain in compliance with both entities!
REQUIRED ACTION: Watch your email! You will soon receive a specific message from the Principal outlining exactly which documents we need and how to submit them.
Note: Parents of students experiencing homelessness are not subject to this residency requirement.
We have officially begun our School Improvement Planning for the 2026-2027 school year! This process is vital for ensuring CPDLF continues to provide the best possible environment for our learners.

Pennsylvania has tightened the rules to ensure active participation. While these regulations are new for the state, we have already been doing these things at CPDLF! We sincerely appreciate the cooperation our families have shown.
Synchronous (Live)
Students must be present and visible on camera to the teacher to be marked "present."
Asynchronous (Paced)
Attendance is based on meeting weekly benchmarks. Missing these results in an unexcused absence.
Truancy & Transfers
Habitually truant students cannot transfer to a cyber school unless a judge determines it is in their best interest.
Wellness Checks
Schools must visibly see and communicate with every student in real time at least once per week.
Way to go, CPDLF! Because of your commitment, we currently have a 98% weekly compliance rate for our wellness checks! Thank you for partnering with us to keep your child safe and supported.
Updated Resources
Our policies have been updated to be even more descriptive of our processes:
Retroactive Reductions: Effective July 1, 2025, tuition rates were reduced, resulting in a 20% reduction in our budgeted revenue.
2026 Budget Proposal: In his February 2026 budget address, Governor Shapiro proposed even more reductions to tuition rates.
Our Growth Goal: To offset these losses, we want to enroll more children! Growing our community is the best way to keep our current staff and high-quality programs.
ACTION REQUIRED: Class of 2027 (FAFSA): New legislation requires students to submit a FAFSA or a formal opt-out form to graduate. Stay tuned for guidance from our School Counselor!
Reading Screeners (K-3): Starting in SY 2027-28, younger students will be screened for reading competency three times a year.
Reporting: We will report all unexcused absences and weekly benchmark data to the state monthly for truant students starting in August 2026.
Contact Your Legislator: Reach out to your local representative at the Capital to support fair funding for your child's school.
