The Every Student Succeeds Act (ESSA) simplifies the process for notifying parents of English Learners who qualify for supplemental language services. Previously, there were separate requirements under Title I and Title III of the Elementary and Secondary Education Act (ESEA). Now, under ESSA, a single provision in Title I, Part A, Section 1112(e)(3)(A) clarifies the process.
In adherence to this requirement, Atlanta Public School annually informs parents of ELs selected for their Title III or Title I supplemental LIEP programs in a language and format they understand. Importantly, this notification also allows parents the right to decline participation in these federally funded services. This change streamlines communication and empowers parents to make informed decisions about their child's language development.
