Identification of Out-of-State Transfer Students
For English Learners who have relocated from another district within the United States or a Department of Defense school and possess official records supporting their eligibility and past-year services, all schools are obligated to accept these records and place the child accordingly into ESOL.
However, in cases where there is no record available of an ELP Screener or ELP assessment for a potential EL student who has transferred from out-of-state, or when records cannot be obtained within the mandated 30-day timeframe, ESOL teachers must take proactive measures to ensure that schools meet the necessary deadlines for notifying parents of their child's placement in ESOL.
It's important to note that if a student was previously screened in a WIDA state and determined as NOT eligible as an English Learner, the student cannot undergo another screening at a later date to reconsider their eligibility without prior approval from the state. In such instances, it is advisable to reach out to District ESOL personnel for guidance on the appropriate course of action.
