The Office of Federal Programs at Atlanta Public Schools takes charge of coordinating the CLIP (Consolidated Local Implementation Plan) process for all federal programs operating within the district. These programs strictly adhere to designated timelines. A critical aspect of this planning process involves soliciting input from both internal and external stakeholders to ensure comprehensive planning and implementation.
Regarding Title III, Part A participation in the CLIP, it includes the active involvement of key individuals such as the ESOL Director and other English Learner stakeholders, which may encompass ESOL teachers, ESOL program staff members, and bilingual parent liaisons. EL parents are also encouraged to participate, ensuring that their perspectives are considered in the planning process and interpreters are provided.
The CLIP effectively outlines the strengths and challenges of the EL language programs, drawing insights from both content achievement and English language proficiency data. Furthermore, it includes an evaluation of the effectiveness of these programs, pinpointing root causes, setting specific goals, and outlining actionable steps that contribute to the District Improvement Plan (DIP) and/or School Improvement Plan.
Additionally, the Director of Multilingual Programs & Services plays a pivotal role as the Title III, Part A Consolidated Application facilitator. This involves the management of the platform and the submission of all relevant sections of the CLIP to Title III for thorough review and approval. These sections include Title III, Part A Assurances, completion of the Title III, Part A EL Information Plan, and the Immigrant Program Information Plan (if applicable), as well as the Title III, Part A budget and all supporting documents.
