The revised HLS introduces an extra information section, which is exclusively required for parents who indicate that their household has a multilingual home environment. This new section is designed to gather specific information related to multilingualism in the student's home. Parents and guardians residing in multilingual home environments are required to select one of the five provided clarification statements regarding their child's primary language use within the household. This chosen statement provides important information for educators and aids in determining whether the student may potentially be identified as an English Learner or not. This clarification statement offers parents or guardians the opportunity to provide details about their child's language usage, including English and any other languages spoken at home, thus helping educators gain a more comprehensive understanding of the student's language background.
If parents list English and another language(s), they must choose only one sentence that best describes their child's primary language.
My child understands and uses only the home language and no English.
My child understands and uses mostly the home language and a little English.
My child understands and uses the home language and English equally.
My child understands and uses mostly English and only a little of the home language.
My child understands and uses only English.
If parents respond that their child speaks no or little English, the ELP Screener will be administered. If parents indicate their child understands and uses English more than the other home language, or that their child understands and uses both English and the other home language equally, the school will not screen for English language proficiency. Signature and date pages are uploaded into SLDS and the ELP Screener Tab and this documentation is placed in the student's permanent record. Parent responses to the Multilingual Survey are recorded in Infinite Campus. If there are instances where more than one statement is checked or if all language responses are other than, parent follow up must occur.
Note: The Home Language Survey is intended to be completed by parents or guardians only once during a student's initial enrollment in a U.S. school. If a newly enrolled in or out of state transfer student enrolls, Atlanta Public Schools follows a protocol of due diligence to acquire the original HLS from the previously enrolled school. However, if there is no original HLS it is recommended to use state databases such as GUIDE and SLDS for students who are in state transfers. If a student is transferring from out of state, the previously enrolled school district must be contacted to retrieve available records.
