EL students who meet the standardized, statewide criteria for English proficiency and no longer meet the definition of an English Learner must be exited from EL status. They are no longer eligible to participate in the ESOL language program and assessment, nor in the Title III Part A supplemental language services. The Office of Civil Rights (OCR) considers a compliance issue if a school fails to exit EL students from EL programs after the EL students demonstrate proficiency in English and/or fails to monitor their progress.
Monitoring Rationale
Federal law requires school districts to monitor ELs for a period of four years following their re-classification from the ESOL program. In Georgia, we must actively monitor exited ELs for the first two years of this four-year period (EL-1 and EL-2 students) through documented evidence at the conclusion of each grading period and at the end of the school year to ensure these students have successfully transitioned to the general ed setting without ESOL. In addition to actively monitoring EL-1 and EL-2 students, our monitoring process is also required for the following:
• All active English Learners whose parents have refused ESOL (ESOL-waived) 35
All classroom teachers of waived and EL-1/ EL-2 students must complete monitoring forms. This includes teachers of specials, connections, or elective courses. ESOL teachers must carefully review completed monitoring form responses to ensure monitored, and waived ELs are successful in the mainstream environment. EL-1 and EL-2 ELs who are struggling must be entered into the MTSS process to assist in determining if the struggle stems from English language acquisition, which would result in recommendation for re-entry into the ESOL instructional program.
Monitoring Process
During the monitoring process, only the ESOL teacher completes the Monitoring Forms within ProjectELL. The ESOL teacher is required to:
• Collect general education teacher responses to key questions via a Google Form that must be tailored for EACH student. ESOL teachers must use a district email template with directions to send to the general education teachers.
• Review teacher responses to the Google Form for each student.
• If the ESOL monitored student received an A or B for the first semester in a specific course, the ESOL teacher does not need to enter the responses on the Project ELL Monitoring Form unless the teacher has noted concerns.
• If the ESOL monitored student received a 79% or below for the first semester, an entry is required in Project ELL Monitoring Form for that course/teacher. The ESOL teacher will use the information from the Google Form responses to complete the entry on the Monitoring Form in Project ELL.
• Complete the Atlanta Public School Monitoring Form for each EL-1, EL-2, and Waived student by the indicated deadline.
