Statement of Guiding Principles
400.1 It is the goal of the Board of Directors of the Davis County Community School District to provide an educational program of the highest standard possible consistent with budgetary limitations. Success in attaining this goal is dependent in large measure upon the competency of the professional staff and of those who serve in supporting positions in the District.
400.2 It shall be the policy of the Board of Directors to recruit and retain the highest caliber of employees.
400.3 It is the policy of the Board of Directors to delegate to the superintendent and the superintendent’s administrative staff decisions regarding personnel matters, except as may be specifically limited to Board policy or by law.
400.4 Except where a specific provision has been negotiated governing the employment relationship, all employees of the Davis County Community School District shall be governed by the policies of the Board of Directors and by administrative procedures, rules and practices.
Board policies in this series relating to general employees will apply to employees regardless of their position as a licensed employee, classified employee, substitute or administrator. Board policies relating to licensed employees will apply to positions that require a teaching license or administrator’s certificate or other professional license, certificate or endorsement, unless administrative positions are specifically excluded from the policy or a more specific policy is in the 300 series, Administration. Classified employees’ policies included in this series will apply to positions that do not fall within the definition of licensed employees.
