Here is the general methodology that I have used in my professional career.
1. Define the problem.
2. Structure the problem.
3. Identify and define the system in which the problem is embedded.
4. Model the system.
5. Exercise the model to gain insight into the etiology of the problem.
6. Construct a diagnosis.
7. Solve the system model for best practice.
8. Compare existing practices with calculated best practices.
9. Devise a plan for upgrading from current practices to better practices, en route to best practices.
10. Construct a narrative to explain it all to the general public.

The system in which the problem is embedded is Western Civilization (essentially the Rule of Law as introduced in Mesopotamia some 4000 years ago).
There are good systems theoretic models of human socio-cultural dynamics, as well as the dynamics of rule-based systems in general.
For example, we know from modern Chaos Theory that rule-based systems define games and dramas, both of which are instances of Chaos (in the mathematical sense of the term).
There are any number of systems theoretic models of human socio-cultural dynamics, but the one I like best is the one developed by the late René Girard, Emeritus Professor of Humanities at Stanford University
