USDA Rural Development’s Section 502 Direct Loan Program provides a path to homeownership for low, very-low, and moderate income families living in rural areas (outside the Columbia city limits) to make affordable homeownership a reality (a family from 1 - 4 members can make up to $44,150 in Benton, Hickory or Morgan County). This program assists moderate, low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. No down payment is required. Payment assistance is a type of subsidy that reduces the mortgage payment, and the amount of assistance is determined by the adjusted family income.

Family Self-Sufficiency and Home Ownership Programs: These programs are offered in conjunction with the Housing Choice Voucher Program. Over 150 families are participating in the Family Self-Sufficiency Program and many have graduated and become self-sufficient. A number of families have been able to become homeowners by taking advantage of the Home Ownership Program, which helps the families pay their mortgage rather than rent.
