Emergency Medical Corps
LEGAL BASE
The Act No. 539 of September 30, 2004, created the Emergency Medical Corps, attached to the Department of Health, with fiscal and administrative autonomy.
MISSION
Provide pre-hospital care and emergency transport to an appropriate medical facility to anyone who requires it, effectively, quickly and safely to preserve health.
VISION
Convert to Emergency Medical Corps, a provider of pre-hospital care and emergency transportation, by applying telecommunications technology resources and information to respond promptly and effectively to emergencies, as provided for by law
ORGANIZATIONAL STRUCTURE
The Emergency Medical Corps consists of the following organizational units:
GEOGRAPHICAL LOCATION
The Emergency Medical Corps is located in Building Rodval, Calle San MartĂn, Marginal Buchanan in Guaynabo. It also has seven regions and 58 locations throughout the Island: Central, Eastern, Metropolitan, North West, North, West and South.

The figures for fiscal years 2008, 2009 and 2010 from the report submitted by the Agency as at 30 September each year. The fiscal year 2010, also presents filled by February 28, 2010, to capture the effect of cost reduction measures contained in Law No. 7 of March 9, 2009, as amended. This figure may exclude those layoffs were in the process of appeal. Positions for fiscal year 2011 are projected by the Agency during the budget process.

9-1-1 Emergency Service
Program Description
Is responsible for faster service to transfer patients, who request to emergency rooms by calling the Call Center Call 9-1-1 as part of an interagency initiative.

Provides first aid and possible complications is controlled to preserve the lives of patients who are transferred to the emergency room.

APPROVED BUDGET FOR FISCAL YEAR 2011
The consolidated budget approved for fiscal year 2010-2011 is $ 37,234,000. The funds include $ 2,389,000 from the General Budget Joint Resolution, $ 616.000 Special Assignment, $ 7,000,000 of State Special Funds, $ 4,431,000 to $ 22,798,000 Other Income Stabilization Fund.
Operating costs reflect an increase of $ 704,000, compared with the resources allocated for fiscal year 2009-2010. This increase is primarily due to lease payments to the Public Building Authority, and strengthening the departure of Payroll and other operating expenses, which address in a comprehensive and efficient all matters related to the Emergency Medical System in Puerto Rico .
Special Allocation of $ 616,000 will be used to defray the costs of accommodation, food, fuel and overtime for emergency medical technicians, to be stationed at the Central American Games to be held in July 2010, in the municipality of MayagĂĽez.
State Special Funds draw on the billing for services provided to patients with or without medical plan, according to Act No. 539 of September 30, 2004. These are used to cover payroll and operating expenses of the Agency. In addition, resources from other income received from the Board of Governors of service calls 9-1-1 for medical emergencies attended.
The Emergency Medical Corps is responsible for carrying out government programs through a system ensuring optimum service quality is not provided when the health condition of citizens need a pre-hospital care, and as land, air and sea, to a medical facility appropriate hospital or first aid to preserve the health or reduce harm or permanent disability, which may arise as a result of illness or accident.
The resources of the Fiscal Stabilization Fund are the result of Act No. 91 of May 13, 2006, as amended, known as the Law of Tax Fund.
