I took at peek at the Radio Reference Database to see where the
various counties in NY stand at this time. This is what I found. (This
is not a complete statewide listing - I just looked at 2 areas today)
("VHF" = VHF highband 150 to 170 Mhz) ('P" = police) ("F" = fire )

Erie County - 90% UHF - 424 + 453 + 460 Mhz
Niagara County - 424 Mhz TRS
Orleans County - 800 Mhz TRS
Genesee County - 800 T
Wyoming County - VHF
Allegany County - VHF
Livingston County - P 155.595 - F 46.16
Monroe County - PDs on UHF - Fds and Ambs on VHF - (maybe gone to 700T
actually recently ?)
Wayne County - P 154.845 - F + A on VHF
Ontario County - 800 T
(usually some of the local communities in the various counties will
have their own local channels - but my guess is that at least 75% to
85% of units operate on the county nets in this western area - except
for Erie County where 85% of the units operate on the local channels)

Dutchess County - 800 T (?P) - P VHF - F / A 453.90 - A 155.745 ops
Ulster County - 800 T (?P?) - P VHF - F 33 Mhz + 155.22
Sullivan County - P 151.37 - F 46 mhz - A 155.205

Westschester County - Sheriff VHF - fire response 470 T - locals are
on every freq known to mankind

if I had to guess, I would guess that 99% of agencies who are using
low band (for bases and mobiles) have their portables on VHf or UHF
