FIRE DEPARTMENT OF PUERTO RICO

LEGAL BASE

The Act No. 43 of June 21, 1988, as amended, created the Fire Department of Puerto Rico.

MISSION

Prevent, combat and determine the causes of fires to protect life and property.

VISION

Transforming the Fire Department in an agency respond quickly and effectively to all types of emergencies, earthquakes, floods, hazardous material spill, collapsed structure rescue, rescue vehicles, air rescue, sea rescue, medical emergencies, fires and situations involving weapons of mass destruction or terrorists. This includes coverage for air, sea and land, and the use of modern fire stations with radio communication, comprising the entire island.

ORGANIZATIONAL STRUCTURE

The Fire Department of Puerto Rico is headed by a Fire Chief appointed by the Governor of Puerto Rico with the advice and consent of the Senate. This body is composed of the following organizational units:

GEOGRAPHICAL STRUCTURE

The Fire Department of Puerto Rico is located in the Central Office at Calle Loiza, UrbanizaciĂłn Punta Las Marias, Esq Maiden No. 2432 in Santurce and consists of six regional areas located in Aguadilla, Arecibo, Caguas, Carolina, Ponce and San Juan. The zones in turn are divided into twelve districts located in Aguadilla, Arecibo, Barceloneta, BayamĂłn, Caguas, Carolina, Guayama, Humacao, Mayaguez, Ponce, Rio Piedras and San Juan. These districts meet the 94 parks Pumps Island also has an academy located at the former Naval Base, Sector Miramar in San Juan.

The figures for fiscal years 2008, 2009 and 2010 from the report submitted by the Agency as at 30 September each year. The fiscal year 2010, also presents filled by February 28, 2010, to capture the effect of cost reduction measures contained in Law No. 7 of March 9, 2009, as amended. This figure may exclude those layoffs were in the process of appeal. Positions for fiscal year 2011 are projected by the Agency during the budget process.

PROGRAMS

Technical training in Prevention and Fire Fighting

Program Description

Is responsible for training and retraining to all members of the Fire Brigade in the latest techniques of fire prevention, rescue and first aid medical assistance. Organized and trained fire brigades and groups of volunteers and officials of public and private sector in prevention work, fire fighting and rescue.

Program Description

Providing Accounting Services, Budget, General Services, Correspondence, Human Resources, Audit, Legal, Public Affairs and Transportation.

Objective

  • Continue with the construction and / or programming (auction and design) of the following stations: Mayaguez, Culebra, Peñuelas, Camuy, Guayanilla and Dorado.

Program Description

Has the responsibility to develop and implement measures to eliminate fire hazards and educate the community about them.

Objective

  • Continue with an aggressive program of school visits and special communities spreading the message of prevention and counseling.

Property owners subject to be inspected, which is estimated at 75.000 and the general public

Extinction and Fire Control

Program Description

Services include fire suppression, emergency rescue and disaster situations, protection from natural disasters, and coordinates interaction with other operational agencies. Responding to emergency calls in situations of accidents, disasters and hazardous material spills. Responsible in quickly and efficiently combat all types of fires, control its spread and conducting rescue of lives and property at risk. Assists the Fire Prevention Program acting as a preventive nature, as is the education of young people of school age (Bomberito Program) and provides guidance in areas and venues. It is also dedicated to the inspection and elimination of fire hazards, as well as research to determine their origin and causes. Provides support to other government agencies when required for participation in operational emergencies or drills.

Objective

  • Reduce by 5% of total fires in the island and inspect all hydrants in Puerto Rico.

9-1-1 Emergency Service / Child Abuse Hotline

Program Description

Process calls received from the Reception Center 9-1-1 for their attention and response. As System Response Agency 9-1-1, receives referrals from the center receiving calls for intervention by social emergencies affecting the safety of children, as well as situations of abuse.

Objective

  • Reduce the response time from 10 to 5 minutes. Providing administrative and management programs and operational units, so they can meet the goals established in the Strategic Plan.

APPROVED BUDGET FOR FISCAL YEAR 2011

The consolidated budget approved for fiscal year 2010-2011 is $ 71,169,000. The funds include $ 8,909,000 from the General Budget Joint Resolution, $ 6,368,000 from Special State Funds, Federal Funds $ 462.000, $ 266.000 to $ 55,164,000 Other Income Stabilization Fund.

Operating expenses reflect a decrease of $ 1,759,000 compared to the resources allocated for fiscal year 2009-2010. This decrease is due mainly to measures for the reduction and control of public spending.

The resources of the General Budget Joint Resolution provided to prevent, combat and determine the causes of fires in order to protect lives and property. State Special Funds draw on inspections by the Fire Department in Puerto Rico.

Federal Funds under the following proposals: "Cooperative Forestry Assistance" and "Child Safety and Child Booster Seats Incentive." Other Income from the Governing Board of 9-1-1 Service by way of calls handled.

The resources of the Fiscal Stabilization Fund are the result of Act No. 91 of May 13, 2006, as amended, known as the Law of Tax Fund.
