LEGAL BASE
The Act No. 53 of June 10, 1996, better known as the "Police of Puerto Rico, 1996."
MISSION
Fighting crime, protecting lives and property, and enforce the laws, regulations and ordinances, protecting human rights of the citizen.
VISION
Change the current paradigm, so that citizens benefit from a police service that not only fight crime but to maintain order in the community to improve the quality of life. Improve public perception of the Police of Puerto Rico. Promote the proximity of the police in their community.

GEOGRAPHICAL LOCATION
The Headquarters of the Police of Puerto Rico is located on the Avenue Franklin D. Roosevelt No. 601 in Hato Rey. It also has 13 police regions located in the following cities: Aguadilla, Aibonito, Arecibo, BayamĂłn, Caguas, Carolina, Fajardo, Guayama, Humacao, Mayaguez, Ponce, San Juan and Utuado.

STATISTICAL DATA
The statistical information is provided by the Agency during the 2010-2011 fiscal year budget.
Encumbered
Fiscal 2011 reflected an increase of 1,000 jobs matching various academies of agents recruited during the fiscal year 2009-10 and 2010-11. The 2008 and 2009 figures are from reports, as submitted by the Agency as at 30 September each year. The figure for 2010 is projected by the agency during the budget process. The term established by Law No. 7 of 2009 to determine the effect of Plan Alternatives Public Employee has not ended. Therefore, the FY 2010 figure does not include the lowering effect of Act 7, supra.
PROGRAMS
Control and Traffic Safety
Program Description
Maintains public order to prevent accidents, and the highest level of safety on public roads. Controls and directs the motor vehicle traffic through twelve Divisions Traffic police areas set out in the Highway Patrol Division and the Highway Patrol Station.
Objective
- Enforce laws, regulations and ordinances, and to ensure and maintain the highest level of safety on public roads in the country, to reduce by 3% deaths and traffic crashes, according to Law No. 132 of 3 June 2004 amending the Act No. 22 of January 7, 2000.

General Management and Administration
Program Description
Directs the public policy of the Agency. She also oversees and coordinates all services and operations at the central level and in the commands through the island
Objective
- Ensure the implementation of public policy and provide support services to other programs so they can fulfill the mission which the Agency.

Joint Forces of Rapid Action
Program Description
Establishing a comprehensive plan for rapid action in the area by land, air and sea to identify, intercept and seize the aircraft or boats with their crews attempting to enter our shores. This program operates in coordination with Customs, the Federal Drug Enforcement Administration, the Coast Guard, Federal Aviation Administration and Air Force of the United States.
Objective
- Minimize illegal activities from drug trafficking, weapons and illegal entry.
Customers
Different units of the Police of Puerto Rico, as well as various federal offices to which provides support in the operations.

Criminal Investigation
Program Description
Conducts research on drug trafficking and illegal use of drugs, organized crime, stolen vehicles, arson and illegal use of explosive devices, Type I crimes and other serious crimes. It also makes special arrest, extradition and investigation services of illegal weapons.
Objective
- Reach 75% of clarification of the complaints received during the year.

Program Description
Provides administrative services for selection, training and training of Police of Puerto Rico. It also offers tax services and advice to the operational area of the Agency.
Objective
- Ensure that programs have the staff and the administrative and fiscal support to carry out the goals of the Government of the Commonwealth of Puerto Rico, designed to provide a quick and effective public safety service.

Community Relations
Program Description
Establishing more effective coordination between the Police of Puerto Rico and the community. It also develops activities to promote dialogue with citizens groups and organizations to broaden the scope of cooperation in security programs and public policy.
Objectives
- Promote and support centers for children and youth opportunities in residential communities.
- Achieve greater communication between citizens and police of Puerto Rico to combat crime.
- Strengthening the Police Athletic League as a body of prevention.
Customers
Citizens including youth and children interested in working with police to prevent juvenile delinquency and continue the fight against crime.

School Safety
Program Description
Provides mechanisms and concerted actions to prevent, protect and care for the health, safety and welfare of our students and staff in elementary, middle, upper secondary and special education units of the System of Public Education.
Objective
- Provide oversight in all schools covered by the Quality of Life School Program to minimize the traffic of drugs and weapons, promoting a safe and appropriate environment for learning.

Staff, students and parents of the schools included in the monitoring plan. There are currently 242 schools that have allocated fixed surveillance and 1.548 are addressed through preventive patrol motor.

9-1-1 Emergency Service / Child Abuse Hotline
Program Description
Regulates, manages and administers the provision of service calls to public safety agencies and other emergency service providers to enable service requests for services more effectively.
Objective
- Provide a fast and effective citizenship in order to reduce response time, requesting help from any phone in Puerto Rico and to respond and offer their services at the scenes of reported incident.

Operations Support Services Professional and Scientific
Program Description
Groups all the auxiliary and complementary activities to police services, which are aimed at combating crime. It manages all laws and regulations governing the issuance of such records, licenses and permits use of firearms and private detective schools.
Objective
- Provide additional services to other programs so they can perform their work in an efficient manner. Technology to streamline processes to provide citizens the opportunity to obtain the services of such records, issuance of license to possess or carry firearms and others.

The 12 operational programs of the Police of Puerto Rico and the public requesting the different services offered. Is estimated to amount to approximately 1,021,266 people.

Security and Surveillance Services to the Governor and Ex-Governor
Program Description
It offers security services and protection to the governor, his spouse and children, as well as permanent monitoring the Executive Mansion.

- Ensuring the security of the Governor and his family.

Program Description
Provides proactive monitoring and protection services and security for the entire Puerto Rican community, including superintendents, government officials and dignitaries.
Objective
- Ensure an atmosphere of order and protecting life and property of citizens, protection and security services to public officials and dignitaries and contribute to a 15% reduction in crime rate.

Surveillance and Security in Public Housing
Program Description
Provides surveillance and security in public housing in the country, to prevent and avoid the permanence of groups engaged in drug trafficking and other criminal activities.
Objective
- Guarantee of 36 public housing residents, a service for monitoring and preventive in nature.

APPROVED BUDGET FOR FISCAL YEAR 2011
The consolidated budget approved for fiscal year 2010-2011 is $ 741,862,000. The funds include $ 729,654,000 from the Joint Resolution of the General Budget, $ 2,349,000 from Special State Funds $ 4,101,000 Federal Funds, $ 4,050,000 of other income and $ 1,708,000 of Reinvestment Program and Federal Economic Stimulus (ARRA, for its acronym in English).
Operating costs reflect a net decrease of $ 19,338,000, compared with the resources allocated for fiscal year 2009-2010. This decrease is mainly that the Agency has ARRA allocation in this fiscal year.
The resources of the General Budget Joint Resolution provided to meet the commitments under the Organic Law, to monitor, regulate, fight crime, protect life and property, comply with laws, regulations, bylaws, safeguarding human rights the citizen and make interagency agreements, among others. Also, will cover the costs of payroll and other expenses related to police academy graduates, started in fiscal year 2009-2010.
State Special Funds are sourced from the Special Grant Fund, Special Fund Firearms Act, Stolen Vehicles Special Fund, Special Fund Document Reproduction, Special Administrative Fines Fund and Special Fund Recycling Program. The use of these resources are arranged by various laws to provide the various services provided by the Agency to the public.
Federal programs that provide the largest contributions are: "Eward Byrne Memorial Justice", "Grants to Encourage Arrest Policies" and "Homeland Security Grant." The estimated reduction in federal funds because the Agency does not have eight programs that were available for fiscal year 2009-2010.
Other Income from the Governing Board of 9-1-1 calls answered by, pursuant to Act No. 144 of December 22, 1994, as amended. Moreover, they generate revenue for police services rendered.
By ARRA provides that the Police of Puerto Rico are eligible for these additional funds and, through federal programs, competitive nature. For fiscal year 2010-2011, estimated contributions by the amount of $ 1,708,000 for safety programs, purchase of equipment and motor vehicles for the police force.
