Public safety overview for Ohio - 6/8/2024
primary police services are provided by county sheriffs + state highway patrol + city police departments (PD) + maybe village PD + maybe township PD
fire service and technical rescue service is provided by city FDs + village FDs + township FDs + regional FDs - there are no county FDs iirc
wildland fire service is provided by OH DNR Division of Forestry (maybe primarily in state forests and maybe state parks) - plus by USFS in the National Forest - both of these agencies combines might not have more than 30 small pumpers - and maybe 1 or 2 helicopters

ground ambulance service is provided by fire departments and life squads (and older term used in Ohio) and private ambulances and regional ambulances and at least one county ambulance service (Adams County) - also at least 1 industrial site operates their own ambulance - there might not be any ambulances operated by the state government or the federal government in Ohio - except for maybe some military ambulances which are part of the combat forces - or maybe at 1 large afb
helicopter and fixed wing ambulances are operated by a mix of regional or statewide for profit or non profit agencies - AEL is a for profit helo service iirc - some of the medevacs are associated with hospitals or hospital chains
911 centers (PSAPs) are operated by counties and cities - maybe 1 is at an AFB - maybe not
Emergency Dispatch centers are operated by agencies at all levels of government - and by hospital chains - and private companies
public road maintenance is provided by - villages and townships and cities and maybe countiies and the state transportation agency - maybe some state colleges also - private contractors might also be used in some rural areas - the state concentrates on Interstate highways and maybe state highways
water rescue services and scuba teams are provided by a mixture of agencies - maybe some police - maybe some fire - maybe some state level - swift water and underwater and flood water - off shore areas are served by the USCG - (and they might have technical responsibility for major rivers also - but they have few resources assigned to the rivers afaik)
There is a statewide 700/800 mhz trunked radio system - however many local agencies might still not have radios on the system
