BOARD OF GOVERNORS OF 9-1-1 SERVICE

LEGAL BASE

The Act No. 144 of December 22, 1994, as amended, better known as the "Law for the prompt attention to 9-1-1 Emergency Calls Public Security" or "Calling 9-1-1 Act" created the Board of Governors of 9-1-1 service.

MISSION

Reduce the time it takes for citizens to communicate with public safety agencies (agencies response), by providing a fast and efficient emergency calls received through the 9-1-1. Moreover, achieving the immediate activation of these agencies, using modern telecommunications technology and human resources emergency properly trained as primary tools. In order to safeguard the lives and property are in imminent danger.

VISION

As facilitators of a single telephone number easy to remember and access, which serves as a quick and efficient way for citizens to request emergency assistance from anywhere in the country, at any time.

The Governing Board of 9-1-1 Services consists of the following organizational units:

GEOGRAPHICAL LOCATION

The Governing Board of 9-1-1 Service is located in the Marginal Nadal, St. Philip's Flat in Barrio Monacillos Down in Rio Piedras.

Program Structure

The figures for fiscal years 2008, 2009 and 2010 from the report submitted by the Agency as at 30 September each year. The fiscal year 2010, also presents the current incumbency to February 28, 2010. This agency is not subject to the provisions of Law No. 7 of March 9, 2009, as amended. Positions for fiscal year 2011 are projected by the agency during the budget process.

PROGRAM

General Management and Administration

Program Description

Has a responsibility to ensure that the 9-1-1 service is offered using modern telecommunication technology to respond promptly and effectively to emergency calls from citizens, as provided for by Act No. 144, supra.

Objectives

  • Support the implementation of technology in the System Response Agencies to strengthen communications with the 9-1-1 service.
  • Adopt new strategies to guide the public, especially the areas of highest risk to confront emergencies, the use of 9-1-1 service and how to prevent emergencies through the Program of Communication and Public Education (PROCEP).
  • Continue to nurture and strengthen the system of digital maps of Puerto Rico's 9-1-1 system.
  • Reviewing and adopting new curricula for the Comprehensive Training Program Continuing Call Management (PICMALLE) reviewed, in order to meet current training needs presented by the telecommunications, administrative and support staff of the Agency.

Customers

Citizens, residents and visitors to Puerto Rico to confront security emergencies, health and safety, urging the Public Safety Agencies services to address them through the 9-1-1 system.

Human Resources

APPROVED BUDGET FOR FISCAL YEAR 2011

The consolidated budget approved for fiscal year 2010-2011 is $ 21,100,000. The whole resources from Other Income, which are fed 34% of remittances submitted by telephone companies product of the charges to subscribers of 9-1-1 Service.

These resources will allow the Board to provide maintenance and improvements to the 9-1-1 Service operations and implementation of technologies needed to cover operating expenses and service development.

The recommended increase in the concept of payroll and related costs will provide for the posts of telecommunications essential to the operation of the emergency system. This organization is exempt from the Act No. 7 of March 9, 2009, as amended.
