Overview of Public Safety Agencies in New York State (NYS)
Police emergency response services are provided by villages, towns, cities, county police departments, county sheriffs, and State Police. In addition - there are 3 major police agencies at the state level - the Department of Enviromental Conservation (DEC) has the Division of Law Enforcement with 300 sworn members - they primarily enforce fish and wildlife laws and environmental quality laws - commonly known as 'game wardens' in many states - DEC also has 134 sworn armed "Forest Rangers" who enforce forestry laws, do wilderness search and rescue, and fight wildfires. The NYS Office of Parks, Recreation, and Environmental Preservation has the NYS Park Police force with 190 staff members -(NYS Park Police may have merged into the State Police in 2022 - 3/15/2023) - these 3 agencies all employ fully certified armed officers who have full authority to enforce all laws anywhere in the state - each agency also operates their own statewide radio and dispatch systems - this article - en.wikipedia.org/wiki/Law_enforcement_in_New_York_(state) - provides general info about the powers of police officers in NYS - and near the bottom has a link to a long list of police agencys in NYS - the New York State Police are the primary police responders on most of the Interstate highways (however they do not operate any fire, rescue, nor ambulance vehicles) - major college and universities also have their own police forces
911 centers are typically countywide in scope and are operated by county sheriffs, or county emergency management, or a stand alone county agency
Ambulance services are provided by a mixture of volunteer and paid services - governmental and non governmental - there are few if any countywide ambulance services - there are few fire department based ambulance services (with the major exception of NYC) (also St Lawrence County has a couple of FDs that operate ambulances) - many fire departments do provide BLS first response services (some even provide Advanced EMT first response / non transport EMS service - there is at least 1 in St Lawrence County - 3/1/2023)
Extrication from motor vehicles accidents is typically provided by fire departments - but NYPD also provides this service with approximately 7 large rescue trucks and 15 small rescue trucks
Fire department service is provided by villages, fire protection districts, towns, cities, and regional fire departments. There are no county fire departments but many countys do have a countywide chief officer program - and countywide or regional hazmat and technical rescue teams.
Private heavy industry sites and military bases provide their own emergency services typically. Major sites include Fort Drum and West Point. Many major airports operate their own ARFF teams.
The Port Authority of New York and New Jersey has their own police and ARFF units and bridge/tunnel rescue vehicles to protect sites in New York and New Jersey. PANYNJ does not afaik operate any ambulances nor any structural fire apparatus. (Actually - doesnt JFK Airport have 1 or 2 Port Authority ambulances? - or maybe 1 or 2 private ambulances on contract for 24/7 on airport coverage - 11/27/2023)

In New York City and environs - there are major public safety forces operated by religious and private agencies - you can look at Wikipedia for articles about Shomrim, Hatzolah, etc. There are also several private ambulance companies that operate close to 100 ambulances each.
Publics works departments / highway departments are operated by - NY State (for state highways and interstate highways) + countys (for county roads - and some state roads via contract coverage - and maybe some local roads also )- + - local citys and towns and VILLAGES and prisons and colleges and military bases and etc - [ the highway departments do weed control, bridge repairs, roadway repairs, and snow control ] - afaik there are no regional or shared DPWs (but as mentioned earler - there is some contracting between agencies for snow control on various highways)
A "town" in NY is very similar to a "township" in the central USA - it is a sub unit of the county (in a geographical since - and in the organizational sense - towns in NY commonly operate their own police, fire, and highway departments - New York also has 'villages' which are municipal bodies (some or most or all have their own police, fire, and highway departments)
