Note - in the USA, a "police department" (PD) or a "fire department" (FD) is usually part of a municipal or county government. "Sheriff Departments" (SO - sheriff office) are part of a county government. Some counties have a 'county FD'; most do not. "Fire Protection Districts" (FPD) are independant government agencies; with their own tax rates; and their own elected leaders (usually). In the USA, "local governments" are known as - city, town, village, borough, hamlet, township, etc. - (they are typically 'subordinate' to counties - except in Virginia)
The USA has 3 layers of government - federal + state + local (county and below). Every state government has a police patrol force, a state highway department, and a state forest fire service - in addition to other government functions. The State Police forces or Highway Patrols typically cover the state and Interstate highways, and handle major crimes. The State Highway Departments do snow plowing and road repair. The State Forest Fire Services typically protect the forests in the hills between the cities and the mountains. (The forests on the mountains are typically protected by the US Forest Service or a federal wildfire agency).
You can probably count the number of "State" ambulances on 1 hand. Mass State Police has 1 - for their SWAT team I believe. There might be a couple of State hospitals that have their own ambulances for transporting their own patients. And maybe there are 1 or 2 State prisons with ambulances. The same applies to State structural fire trucks. There are very few. Maybe some State hospitals and State prisons and State parks have some.
To find info about a specific suburban or rural agency - do a google search for - community / state / wikipedia - this will tell you which county the community is located in - then hunt thru this website for that county - OR - you could use the 'search this site' button at the top right corner of this page - but i never use that so i dont know if it is any good or not - march 1 2018
