PUERTO RICO NATIONAL GUARD

LEGAL BASE

The Act No. 62 of June 23, 1969, as amended, better known as "Military Code of Puerto Rico" created the Puerto Rico National Guard.

MISSION

Protect lives and property of citizens quickly and efficiently, preserve peace, order and security in the country during emergencies caused by natural disasters and civil unrest, and serve as a national security force States Army together.

VISION

Be an efficient organization and straight, committed to successfully completing the missions that are for the benefit of the island nation and the wider community.

ORGANIZATIONAL STRUCTURE

The Puerto Rico National Guard consists of the following organizational units:

  • Division of Intelligence, Security and Claims

  • Puerto Rico State Guard
  • Human Resources Office
  • Office of the Adjutant General of the Puerto Rico National Guard
  • Units of the Air National Guard

GEOGRAPHICAL LOCATION

The National Guard of Puerto Rico is located on Calle Raul Estevez, Esquina Avenida ConstituciĂłn, in the area of Puerta de Tierra, San Juan.

It also has military barracks located in the following cities: Aguadilla, Aibonito, Arecibo, Arroyo, Bayamon, Cabo Rojo, Caguas, Carolina, Cayey, Ceiba, Coamo, Guayama, Guaynabo (Fort Buchanan), Gurabo, Hato Rey, Humacao, Juana DĂ­az (Fort Allen), Juana DĂ­az (840 Maintenance), Juncos, MayagĂĽez, Penuelas, Ponce, Sabana Grande, Salinas (Camp Santiago), San Juan, Toa Baja, Utuado, Vega Baja (Tortuguero) and Yauco.

The figures for fiscal years 2008, 2009 and 2010 from the report submitted by the Agency as at 30 September each year. The fiscal year 2010, also presents filled by February 28, 2010, to capture the effect of cost reduction measures contained in Law No. 7 of March 9, 2009, as amended. This figure may exclude those layoffs were in the process of appeal. Positions for fiscal year 2011 are projected by the Agency during the budget process.

PROGRAMS

General Management and Administration

Program Description

Develop the activities of the Office of the Adjutant General, Legal Services, Human Resources and Public Relations Agency. Directs, coordinates and monitors compliance with the requirements and laws at state and federal level for the sound management of operations and services of the National Guard of Puerto Rico.

Puerto Rico State Guard

Program Description

Provides security services and medical protection, especially in those cases where the State Guard is activated by the Governor.

Conservation Security and Military Facilities

Program Description

Ensures the security of military installations and the operation and maintenance of physical facilities. These are made ​​using state resources and in some cases through service agreements with the National Guard Bureau Federal.

Provides administrative services in all branches which provide state appropriations and federal service agreements for its operation.

APPROVED BUDGET FOR FISCAL YEAR 2011

The consolidated budget approved for fiscal year 2010-2011 is $ 32,710,000. The funds include $ 3,734,000 from the General Budget Joint Resolution, $ 25,137,000 Federal Funds and $ 3,839,000 from the Stabilization Fund.

Operating costs reflect an increase of $ 3,223,000 compared to the resources allocated for fiscal year 2009-2010. The increase includes resources to strengthen the lines of facilities and payment for public services and federal matching funds.

The resources of the Joint Resolution provided to meet the commitments under its Charter to preserve peace, order and security of citizens in general, national emergency, and provide military support to U.S. Executive America in wartime.

Federal Funds from the program "National Guard Military Operations and Maintenance. These resources are allocated through the "Cooperative Agreement" between the Department of Defense and the Government of Puerto Rico.

The resources of the Fiscal Stabilization Fund are the result of Act No. 91 of May 13, 2006, as amended, known as the Law of Tax Fund.
