There are two species codex entries on Voss. These codex entries are not required for any achievements. Although Houk does not show up under any planet's species list, because of the Houk syndicate enemies encountered on Voss, I assume this was where the species was supposed to grant a codex, irregardless, the Houk codex entry is unobtainable for all characters.
