The Progressive Badge Scheme is a structured challenge and adventure scheme. The requirements were split up into about five sections (Citizenship, Leadership & Responsibility, Physical Skills, Self-Reliance and Adventure & Fun) for Bronze, Silver and Gold Arrow.
The activities for the Bronze, Silver and Gold Arrows represent a complete coverage of all elements basic to a good Cub Scout Training Programme. If you look at the activities carefully, you will see that:
1. They help the Cub Scout to explore the natural world.
2. They help the Cub Scout to explore more fully the organised world.
3. They help the Cub Scout to develop self-reliance through knowledge of Scout craft.
4. They help the Cub Scout in the care and development of himself.
5. They help the Cub Scout to develop creative skills, thinking skills and the use of imagination.
A further look will show that one-third could be done at home, one-third of the activities could be done at the unit meeting, and the remaining third should be done outdoors.
