The Clan Wars were a time of heavy casualties, nearly as much as the Old War, and as such to preserve the existence of Yohei and not have them hunted down to extinction by the Royal Guards and the common folk, a compromise between Clans was made. This compromise is known today as The Zaibatsu. A union of sorts whose sole interest is that of ensuring the continued survival and proliferation of Yohei. The Zaibatsu ensures that fifty soldiers who cannot used Shikai are sent to take out a Captain class threat for example, as the Soldiers would be slaughtered easily. The Zaibatsu collects dues from all five clans and ensures that there is not a massive loss of life at any point.
The Zaibatsu Headquarters exists on an island that requires a precise ritual to make appear. This ritual is exacting but very simple. Obtain a Honzen. Once a user obtains a Honzen then they, upon sailing, will always run into the Island of the Zaibatsu. The island was magically enchanted by the most recent empress when she was but a child to do this and to be accessible at will by any Zaibatsu member when they set sail. Upon arriving on the Island of the Zaibatsu a member must face off against a golem created by the Empress' magic. Upon "slaying" the golem the test is considered passed and the Honzen wielder is inducted as a Yohei of one of the Godai-shi(Five Great Clans).
Means Divine Guard, but is more commonly referred to as "The Guardians of Royalty" or "The Royal Guard". There are only ever seven Royal Guards at all times. These people are picked from the most powerful individuals of the Zaibatsu to serve as direct liaisons to the Royal Family. Sometimes Hogokami will come into conflict with one another as the will of the Royal Family does not often align.
The Hogokami are all capable of the Chikushou state.
