Your first day of Roleplay in town may not be your first day in Mercy ICly. You may be from another Freelander town and just arrived or settled in some time ago, you may be from Mercy as well! Things to keep in mind:
-The gate is free to leave as you wish. No one is trapped in Mercy. If there is a threat outside the gate, you may have to wait to be let out.
-If you wish to return to Mercy, you'd just check in with the Sheriff's office. There's always an NPC guard present at the gate, well-armed and trained. You do not have to roleplay out your checking in and out.
-The town is governed by a council. The three barons: Water, Land, Horse and the leads of factions: Union, Collective, Co-Op, Weapons and Law. The Advocates have no vote on the council but are there to speak on others' behalves and to offer counsel when needed (or when they want to!).
-If a law is broken, there would be an accusation raised to the Sheriff's department. They will decide if the accusation warrants further action. The accused and accuser will have their chance to present evidence, a rebuttal and a closing argument. This interaction will be posted for all the town to read through and voted on by the citizens of Mercy. The Sheriff will be working with the council to decide on a punishment if the accused is found guilty.

The workers in the Tower are seen as oppressed people that can find salvation in Mercy, most tolerate them and appreciate them being in town. However, with the great numbers of them recently...that can shift. The upper tower people are seen as just a small step away from dictator/slave owners and having big egos over their education and intelligence. This is just the NPC attitude and your character has their reasons to feel as they do. The upper Tower people have a story of their own that might sway your opinion for good or bad.
-Rations are the low-end currency for easy, quick transactions. Those in Mercy know they can fluctuate and tend to try and keep a few stockpiled away. If crop yields are low, they know food costs will rise or rations will be cut, same with any commodity and everything is a commodity. The influx of so many new mouths to feed also would be a worry to those in Mercy, exactly how are they going to keep up with the needs of so many before those people have been able to contribute to the growth of resources? OOCly, rations are an easy way to RP getting a drink, whore, etc. We do not keep track of them. We expect your character to use it as a backdrop to their roleplay.

The motel rooms are communal, you could have had 'roommates' while you waited. Once a place opened up, you would have been moved to your new home, given your rations, a couple of changes of clothes and urged to speak to the Advocates if you had not done so. The Advocates are located in the bank and led by the Liaison, they are there to speak up for you and others, to help everyone find a job and place to fit in. Not only a great RP opportunity and instant connection, a helpful tool in finding your way. You can also skip Roleplaying any of this, just know that it would have happened to you.

While not all Rogues are like those that took the tower, it is generally accepted most will not like them. The general attitude toward Freelanders is mixed. The workers in the Tower may have been liberated by the Freelanders, making them heroes in their eyes. They were salvation in many cases. The upper tower people have been told all their lives that the Freelanders are either as violent as Rogues or they are near cavemen like in their social skills, education and lifestyle. The propaganda from the leadership of the Tower was VERY powerful.

Tower people that have seen many murdered and fled for their lives from the Tower takeover by the Rogues, would obviously have severe fear, anger or distrust toward anyone declaring themselves a Rogue. Rogues are from all sorts of backgrounds, but NPCs will usually distrust a rogue and may even fear them. Rogues have no general attitude toward anyone, they can and will have their own opinions.
