The Pioneering Partners - Dubai Government Human Resources (DGHR) project is a collaborative initiative between DGEP, DGHR, and DEWA, aimed at enhancing government agencies' performance in the field of government excellence. As part of the "Pioneering Partners" initiative under DGEP, this project seeks to foster cooperation and partnership between government entities to support the development and qualification of employees, and to institutionalize a culture of excellence and leadership.
Targets:

Achieving a score of 375 out of 1000
Attaining a customer happiness rate of 73%
Reaching an employee happiness rate of 89%
Objectives:
Build Capabilities for the DGHR Team: Conduct training and awareness sessions to enhance the skills and knowledge of the DGHR team in excellence and related areas. Provide ongoing support to ensure effective implementation of new capabilities and improvements.
Conduct Gap Analysis and Bridge Identified Gaps: Analyze current processes and systems at DGHR, identifying areas for improvement and implementing strategies to bridge any identified gaps.
Develop Key Performance Indicators (KPIs) and Link Them to Capabilities: Establish a set of KPIs aligned with DGHR's capabilities. Use these KPIs to track progress and measure the impact of improvement efforts.
Identify Industry Benchmarks and Measure Impacts: Identify industry benchmarks and use them as reference points to measure the impact of DGHR's results. Regularly review and update benchmarks to ensure relevance and usefulness.
Provide Coaching to the DGHR Team: Offer one-on-one coaching and support to individual team members to enhance their skills and knowledge. Conduct team-wide training sessions to promote collaboration and teamwork in preparation for the upcoming assessment.
Conduct Mock Assessment: Simulate the DGEP assessment process to identify potential issues or challenges. Work with the DGHR team to address these in advance of the actual assessment.
Support DGHR During DGEP Assessment: Provide support and guidance to the DGHR team during the DGEP assessment, ensuring they can successfully demonstrate developed capabilities and improvements.
Through the Pioneering Partners - DGHR project, DEWA reaffirms its commitment to excellence and collaboration, driving continuous improvement and fostering a culture of excellence within the organization and across government agencies.
Key Milestones:
Building Capabilities Sessions: Conducted forty-nine different Building Capabilities Sessions for DGHR Top Management and Employees, with a total attendance of 1301 individuals. These sessions focused on enhancing skills and knowledge in areas relevant to excellence and organizational improvement.
Execution of 17 Improvement Projects: Implemented 17 improvement projects aimed at enhancing various aspects of DGHR operations. Examples include:
Introduction of a digital HR management system to streamline processes and improve efficiency.
Implementation of employee training and development programs to enhance skills and competencies.
Revision of HR policies and procedures to ensure compliance with best practices and regulatory requirements.
Enhancement of employee engagement initiatives to boost morale and productivity.
Improvements and Preparation Sessions: Conducted more than 411 sessions focused on improvements and preparation for the project. These sessions provided opportunities for stakeholders to collaborate, brainstorm ideas, and prepare for project implementation.
Delivery of Over 130 Main Deliverables: Achieved more than 138 main deliverables across various projects, contributing to the overall success and effectiveness of the initiative. These deliverables encompassed a wide range of outcomes, including process improvements, policy enhancements, and organizational development initiatives.
Mock Assessment with External Party: Conducted a mock assessment with an external party to simulate the DGEP assessment process. This exercise provided valuable insights into areas of strength and areas needing improvement, helping to refine strategies and preparations for the actual assessment.
Preparation of KPI List: Developed a comprehensive list of over 130 Key Performance Indicators (KPIs), a significant increase from the previous count of 25 KPIs. These KPIs were carefully selected to align with project objectives and organizational goals, providing a robust framework for monitoring progress and measuring success.
