𝐄𝐧𝐡𝐚𝐧𝐜𝐢𝐧𝐠 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭: 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝟏𝐬𝐭 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝟐𝟎𝟐𝟓 𝐉𝐨𝐢𝐧𝐭 𝐌𝐞𝐞𝐭𝐢𝐧𝐠

The Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), and Provincial Disaster Risk Reduction and Management Council (PDRRMC) held their 1st Quarter Joint Meeting on March 12, 2025, at Balin Sambali, Iba, Zambales. In attendance were council members, along with key representatives from various organizations dedicated to supporting peace and development in the province.

The meeting was formally called to order by Honorable Governor Hermogenes E. Ebdane, Jr., who addressed both provincial and national events, stressing the importance of leadership during times of crisis. The Governor emphasized the need to be present and proactive, saying, “You must be on the ground. Position yourself where you can control the situation.”

The meeting also revisited a resolution proposed in the previous quarter, which aims to regulate motorcycle sales in Zambales and impose a requirement for slow-moving vehicles to use the outer lanes of roads to improve traffic management.

The activity concluded on a positive note, with participants looking forward to continued progress in the province’s peace and order initiatives and programs.

Ebdane, Jr., PPOC-PADAC-PTF-ELCAC-PDRRMC Chairperson, underscored as he open the 2nd Quarter Peace and Order and Public Safety Cluster Meeting, on June 17, 2025 held at Balin Sambali, Iba, Zambales.

During the meeting, LTC Sonny G Dungca INF GSC, Battalion Commander, Armed Forces of the Philippines (AFP), PCOL Benjamin P Ariola, Acting Provincial Director of Zambales Police Provincial Office (ZPPO), FINSP Flordeliza P Pascasio, BFP Zambales representative, IA V Jigger P. Juniller, Head Agent, Philippine Drug Enforcement Agency (PDEA) Zambales, presented the overall peace and order situation in the province. They also outlined their strategies and plans moving forward to ensure a peaceful and drug-resistant Zambales.

The activity also underscored three key highlights (1) Provincial Executive Briefing facilitated by Provincial Planning and Development Office (PPDO) and Department of the Interior and Local Government (DILG) Zambales (2) Contract Signing on Deed of Usufruct for the Use of a Parcel Land between the Provincial Government of Zambales and Bureau of Jail Management and Penology (BJMP) Region III led by Regional Director Jail Chief Superintendent Paulino H. Moreno, Jr., and (3) Awarding of Balangay Seal of Excellence to Municipality of Masinloc — the first municipality in the province to have declared all of its barangays drug-cleared and maintained the status through the implementation of Barangay Drug Clearing Program (BDCP). These momentous events signifies the unwavering commitment of the provincial government and its LGUs in making the province— a province of development and progress for Zambaleños.

The meeting cum executive briefing ended on a good note with the participants reaffirming their commitment in staying as a unified front for a peaceful and orderly safe province.

The Province of Zambales conducted the joint Organizational Meeting of the Provincial Peace and Order Council (PPOC), Provincial Development Council (PDC), Provincial Health Board (PHB), Provincial School Board (PScB), Provincial Anti-Drug Abuse Council (PADAC), Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), and the Provincial Disaster Risk Reduction and Management Council (PDRRMC) on September 23, 2025 at Balin Sambali, Zambales Sports Complex, Iba, Zambales.

The activity aimed to refresh each member agency of their tasks,while providing a venue to strengthen local governance, address peace and order concerns, provide updates on health and education, discuss anti-illegal drug programs, and ensure preparedness against disasters and emergencies.

Among the highlights of the meeting also was the presentation of the PNP-AFP Collaborative Effort (PACE) which gives emphasis on the intensified campaign of the government for peace and order in the Province.

A discussion was also dedicated to talk about the security measures against school related threats and come up with Student Safety and Security Plan.

With the collaborative efforts of all offices present and the strong leadership of Governor Hermogenes E. Ebdane, Jr., the Province of Zambales reaffirms its dedication to effective governance, peace and order, high-quality health and education, anti-drug programs, and disaster preparedness—creating a safer and more advanced community for every Zambaleño.
