Local Committee Against Trafficking and Violence Against Women and Children (LCAT-VAWC) Functionality Assessment
It is a monitoring and evaluation tool used to measure how effectively the Local Committee Against Trafficking and Violence Against Women and Children (LCAT-VAWC) is performing its roles and responsibilities in a Local Government Unit (LGU).
Purpose
The assessment checks whether LGUs have an active and functional LCAT-VAWC that implements programs, policies, and services to prevent trafficking in persons and address violence against women and children, in accordance with guidelines of the Department of the Interior and Local Government (DILG) and other national agencies.
What the Assessment Measures
The LCAT-VAWC Functionality Assessment looks at several areas, such as:
Organization and Structure – existence of an organized LCAT-VAWC with designated members and clear roles and responsibilities.
Policies and Plans – presence of local plans, ordinances, and programs addressing trafficking and violence against women and children.
Meetings and Coordination – regular conduct of committee meetings and coordination with partner agencies and stakeholders.
Programs and Activities – implementation of awareness campaigns, prevention programs, and capacity-building activities related to anti-trafficking and VAWC.
Support Services and Case Management – provision of assistance, referral mechanisms, and services for victims of trafficking and violence.
