Program Overview
The Capacitating Urban Communities for Peace and Development (CUCPD) is a community-based governance and development program of the Department of the Interior and Local Government (DILG) aimed at strengthening government engagement and service delivery in urban communities that are vulnerable to social unrest, criminality, and recruitment by extremist or insurgent groups.
The program focuses on empowering communities in urban areas by promoting inclusive participation, responsive governance, and coordinated delivery of government services. Through CUCPD, national government agencies, local government units (LGUs), civil society organizations, and community stakeholders work together to address development gaps and improve the overall well-being of residents.
CUCPD also contributes to the government's peace and development agenda under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) by addressing urban governance and socio-economic issues that may contribute to instability and conflict.

Retooled Community Support Program (RCSP)
Program Overview
The Retooled Community Support Program (RCSP) is a flagship convergence initiative of the Department of the Interior and Local Government (DILG) that aims to address governance gaps and development challenges in geographically isolated and disadvantaged communities through strengthened government presence and community engagement.
RCSP brings government services closer to communities by facilitating dialogue, participatory problem-solving, and responsive delivery of government programs. It seeks to identify the priority needs of communities and connect them with the appropriate government interventions.
The program also supports the government’s broader peace and development agenda under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which promotes a whole-of-nation approach to addressing the root causes of insurgency, including poverty, marginalization, and limited access to basic services.
