Rationale:
The acronym ALAB, which stands for Access to Learning and Awareness for a Balanced Development, embodies the mission and vision of the DILG Zambales Electronic Local Government Resource Center (e-LGRC). The e-LGRC serves as a vital platform for fostering knowledge-sharing, capacity-building, and collaboration among Local Government Units (LGUs), stakeholders, and communities.
The term "ALAB" symbolizes a spark or flame, representing the passion and drive to ignite progress and meaningful change in local governance. By providing Access to Learning, the e-LGRC ensures that LGUs and stakeholders have the necessary tools, resources, and information to enhance their knowledge and skills in governance, policy implementation, and service delivery. Similarly, fostering Awareness promotes informed decision-making and encourages transparency, accountability, and citizen participation in local development initiatives.
The ultimate goal of ALAB is to achieve Balanced Development—a harmonious and equitable growth that benefits all sectors of society. Through the e-LGRC, the DILG Zambales empowers LGUs and stakeholders to address local challenges, adapt innovative practices, and create sustainable programs that uplift communities, ensuring no one is left behind.
In essence, ALAB reflects the DILG Zambales' commitment to igniting progress and excellence in local governance through the power of learning and collaboration.
Anchored on the Department’s role as the primary catalyst for excellence in local governance, the Local Governance Regional Resource Center (LGRRC) supports this mandate and facilitates the integration of knowledge management in DILG processes and systems towards building the Department as a Knowledge Centric Organization (KCO). It also capitalizes on the premise that LGRRC is DILG and vice-versa and that every DILG activity is attributed to the LGRRC.
The primary goal of the LGRRC is to promote a culture of learning and knowledge sharing in local governance. It is guided by three (3) major principles which are Knowledge Management (KM), Multi-stakeholdership and Convergence.
LGRRC-3 works in ultimately achieving its value proposition of developing Business Friendly and Competitive, Environment Protective and Climate Change Adaptive, Socially Protective and Safe Communities and Transparent and Accountable Local Government Units in the region.
The center operates under the auspices of LGA. It is managed by the LGRRC-3 team headed by its program manager and coordinator with the support of the four Facility Focal Persons and sub-Regional LGRRCs.

Ako ang sumasagisag sa apoy na nagbibigay-init, liwanag, at lakas. Pinapaalab ko ang diwa ng pagkakaisa, dedikasyon, at malasakit sa bawat programa at proyekto.
Ako ang nagpapaandar sa ating mga inisyatiba—nagbibigay-sigla sa patuloy na pagkatuto at pagbabahagi ng kaalaman para sa mas epektibong paglilingkod.
Sumisimbolo ako sa lakas at lawak ng ating karagatan. Tulad ng dagat, ako ay mapagmasid, maingat, at handang umagapay sa pagbabago.
Tinitiyak ko na ang impormasyon ay malinaw, maayos, at umaabot sa bawat baybaying komunidad. Ako ang nagbabantay sa daloy ng kaalaman upang ito’y maging kapaki-pakinabang sa lahat.
Tulad ng Bulkang Pinatubo, ako ay sumisimbolo sa katatagan, tibay, at kakayahang bumangon mula sa hamon.
Pinangangalagaan ko ang kultura ng pagsalin ng impormasyon. Sa bawat pagsubok, tinitiyak kong ang ating organisasyon ay nananatiling matatag, handa, at patuloy na umuunlad.
Sumisimbolo ako sa kasaganaan at likas na yaman ng Zambales. Tulad ng manggang Dinamulag, hinahangad kong ang bawat kaalaman at programa ay maging bunga ng masusing pag-aalaga at pagtutulungan.
Binabantayan ko ang paglago ng ating mga inisyatiba upang magbunga ito ng positibong pagbabago sa bawat komunidad.
