The Dragon and the Serpent are the only two non-humanoid gods, the only two gods who are essentially genderless, and though they are also the youngest of the gods they are by far the greatest and most powerful. By general consent they are the highest authorities and lawgivers of the gods.
While they seldom involve themselves directly in the affairs of mortals, all the gods defer to these two, and on the rare occasions when they pass a judgement, nobody can go against it.
Few know the exact nature of their role in the world, or even of their relationship with one another; whether they are enemies, allies, partners or lovers. They often work together, but just as often are found as opposing, or at least contrasting, forces.
As their agenda is unknown to anyone but themselves, and they tend only to act when they deem in necessary (which is not often), they're not widely worshipped by mortals -- except for by dragons. It's widely known that the Dragon is the father and creator of dragonkind, and it's suspected but not confirmed that the Serpent was involved in their creation as well. Hence, the two gods are revered by dragons, who call them "The Mother and The Father." (It's not always agreed upon which is which, though the Dragon is most often "The Father.")
