Captain Nera might seem overly boastful and self-glorifying, and her short stature might make her seem more comical than actually threatening -- but it's a well-known fact that she is a demigoddess; the daughter of Nenaya and a sea elf (name unknown, but he's also the father of Beca, Nera's half-sister), and has more than enough power to back up her boasts.
For hundreds or maybe even thousands of years, Nera and her crew on the Black Pike have made the magic seas unsafe for the rich and wealthy, and no effort of capturing them, killing them or bringing them to justice has ever been succcessful. Largely because Nera has inherited her mother's control over the sea and storm, and anyone on sea or in air who try to fight the Black Pike will quickly find that they are fighting against the sea and wind itself. Nobody who has tried to attack the ship has ever come back to tell the tale.
Only Nenaya herself could hinder Nera on the sea, but Nenaya seems much too willing to let her daughter do exactly as she wants.
