OPEN HYMN: “Before the Lord We Bow”
1 Before the Lord we bow, The God who reigns above
And rules the world below In boundless pow'r and love.
Our thanks we bring, In joy and praise
Our hearts we raise To heav'n's high King.
2 The nation Thou hast blest May well Thy love declare,
From foes and fears at rest, Protected by Thy care.
For this fair land, For this bright day, Our thanks we pay-- Gifts of Thy hand.
3 May ev'ry mountain height, Each vale and forest green,
Shine in Thy Word's pure light And its rich fruits be seen!
May ev'ry tongue Be tuned to praise, And join to raise A grateful song!
4 Earth! hear thy Maker's voice, Thy great Redeemer own;
Believe, obey, rejoice, And worship Him alone.
Cast down thy pride, Thy sin deplore, And bow before The Crucified.
5 And when in power He comes, Oh, may our native land
From all its rending tombs Send forth a glorious band,
A countless throng, Ever to sing To heaven's high King Salvation's song!
INVOCATION
P: In the name of the Father and of the Son and of the Holy Ghost
C: Amen
CONFESSION
P: Beloved in the Lord, let us draw near with a true heart and confess our sins unto God, our Father, beseeching Him in the name of our Lord Jesus Christ to grant us forgiveness. Our help is in the name of the Lord.
C: Who made the heavens and the earth.
P: I said I will confess my transgressions unto the Lord.
C: And Thou forgavest the iniquity of my sin.
P: Almighty God our Maker and Redeemer … Lord Jesus Christ.
C: O most merciful God, who hast given Thine only begotten Son to die for us, have mercy upon us and for His sake grant us remission of all our sins; and by Thy Holy Spirit increase in us true knowledge of Thee and of Thy will and true obedience to Thy Word, to the end that by Thy grace we may come to everlasting life; through Jesus Christ our Lord. Amen.
P: Almighty God our heavenly Father … shall be saved.
C: Amen.
INTROIT
HYMN of PRAISE: “All Glory Be To God On High”
1 All glory be to God on high, Who hath our race befriended!
To us no harm shall now come nigh, The strife at last is ended.
God showeth His good will to men, And peace shall reign on earth again;
Oh, thank Him for His goodness!
2 We praise, we worship Thee, we trust, And give Thee thanks forever,
O Father, that Thy rule is just And wise and changes never.
Thy boundless pow'r o'er all things reigns, Done is whate'er Thy will ordains: Well for us that Thou rulest.
3 O Jesus Christ, Thou only Son Of God, Thy heav'nly Father,
Who didst for all our sins atone And Thy lost sheep dost gather:
Thou Lamb of God, to Thee on high From out our depths we sinners cry,
Have mercy on us, Jesus!
4 O Holy Ghost, Thou precious Gift, Thou Comforter unfailing,
O'er Satan's snares our souls uplift And let thy pow'r availing
Avert our woes and calm our dread. For us the Savior's blood was shed;
We trust in Thee to save us.
THE SALUTATION
P: The Lord be with you.
C: and with thy spirit
P: Let us pray: …
C: Amen
THE SCRIPTURE READINGS:
The Old Testament Reading: Ezekiel 33:7-9
7 “Son of man, I have made you a watchman for the people of Israel; so hear the word I speak and give them warning from me. 8 When I say to the wicked, ‘You wicked person, you will surely die,’ and you do not speak out to dissuade them from their ways, that wicked person will die for[a] their sin, and I will hold you accountable for their blood. 9 But if you do warn the wicked person to turn from their ways and they do not do so, they will die for their sin, though you yourself will be saved.
Epistle Lesson: Romans 13:1-10
Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience. 6 This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing. 7 Give to everyone what you owe them: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor. 8 Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law. 9 The commandments, “You shall not commit adultery,” “You shall not murder,” “You shall not steal,” “You shall not covet,” and whatever other command there may be, are summed up in this one command: “Love your neighbor as yourself.” 10 Love does no harm to a neighbor. Therefore love is the fulfillment of the law.
The Holy Gospel: Matthew 18:15-20
15 “If your brother or sister sins, go and point out their fault, just between the two of you. If they listen to you, you have won them over. 16 But if they will not listen, take one or two others along, so that ‘every matter may be established by the testimony of two or three witnesses.’ 17 If they still refuse to listen, tell it to the church; and if they refuse to listen even to the church, treat them as you would a pagan or a tax collector. 18 “Truly I tell you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven. 19 “Again, truly I tell you that if two of you on earth agree about anything they ask for, it will be done for them by my Father in heaven. 20 For where two or three gather in my name, there am I with them.”
THE CREED
C: I believe in God, the Father Almighty, Maker of heaven and earth;
and in Jesus Christ, His only Son, Our Lord, Who was conceived by the Holy Ghost, born of the Virgin Mary, suffered under Pontius Pilate, was crucified; died, and was buried. He descended into hell; the third day He arose again from the dead; He ascended into Heaven, sitteth at the right hand of God, the Father Almighty; from thence He shall come to judge the quick and the dead.
I believe in the Holy Ghost, the holy Christian Church, the communion of saints, the forgiveness of sins, the resurrection of the body, and the life everlasting. Amen
SERMON HYMN: “Lord, While for All Mankind We Pray”
1 Lord, while for all mankind we pray, Of ev'ry clime and coast,
Oh, hear us for our native land, The land we love the most!
2 Oh, guard our shores from ev'ry foe, With peace our borders bless,
With prosp'rous times our cities crown, Our fields with plenteousness!
3 Unite us in the sacred love Of knowledge, truth, and Thee;
And let our hills and valleys shout The songs of liberty.
4 Here may Thy Gospel, pure and mild, Smile on our Sabbath hours
And piety and virtue bless Our fathers' home and ours.
5 Lord of the nations, thus to Thee Our country we commend.
Be Thou her Refuge and her Trust, Her everlasting Friend.
SERMON: “Submitting to Authorities” Romans 13:1-10

CLOSING HYMN: “God Bless Our Native Land”
1 God bless our native land! Firm may she ever stand
Thro' storm and night! When the wild tempests rave,
Ruler of wind and wave, Do Thou our country save By Thy great might.
2 For her our prayer shall rise To God above the skies;
On Him we wait. Thou who art ever nigh,
Guarding with watchful eye, To Thee aloud we cry, God save the State!
