Background
The Humans that live in the Veckra Highlands claim Veckra as their progenitor, though they do not seem to claim that he is the progenitor of all humans. Veckrans are generally isolated from the rest of the continent, so detail about their beliefs is not readily available without traveling closer to the region.
Though they commune with their dragon directly, using mystics as an intermediary for divining Veckra's will, outsiders are unable to see or touch the dragon. Both are considered privileges that Veckra must bestow upon you.
Through brief visions imparted to Glad, Veckra claims to have fought Shul once. Their clash was an landform destroying battle, which is why Veckra is reticent to engage Shul in the present. Any nearby mortals would become collateral damage. He is philosophically opposed to Shul's conquest, believing that being superior does not absolve one from whatever rules dragons are supposed to follow. Veckra has also shown a familial concern for his child Equinos.

He has a long standing peace between himself and Shul that seems to be somewhat enforced by the First. When Shul is bound to the mortal plane in the realm of the dragons, Father Benjamin offers up that he could aid by breaking this peace. Ultimately, that doesn't come to pass, and when Shul dies, Veckra sponsors the creation of a new Dragon, Gladius, to replace Chracio, one of the dragons who died ending Shul's tyranny.
