Located on the north side of the Bypass (Frowein Road) just east of Walden Pond PRC and a fence sales site, Christ Lutheran Church plans to build a second structure on its site as a new church. The existing church will remain. The buildings and parking will be located on the southern end of the site, and the northern 2/3's of the 14 acre site is to be undeveloped.

The church has furnished a full set of plans submitted to the Planning Board, including the site plan, drainage plan, floor plans, landscaping plan and lighting plan. The new scructure is depicted as shown below:

Planning Board Hearings and 2010 Decision

The Planning Board heard this application on 10/4/10. Prior to it, EMPOA had submitted a letter proposing certain changes to the landscaping that were expected to have not significant net cost to the Church. The hearing was adjourned it to the Board's next meeting to allow discussions between representatives of the Church and EMPOA. EMPOA reported to the Board in a letter dated 10/12/10 that substantial agreement has been reached. The hearing was resumed on 10/18/10. The Church submitted a revised landscape plan that was substantially incorporated EMPOA's recommendations. Board members also wanted the preserve a large evergreen in front of the existing Church. These changes were incorporated in Staff recommendations and the Board voted approval subject to them.

Drastic Amendment Sought Now, Two Years Later

The 2010 approval was prior to final comments from the Town's engineering consultant, and its comments on drainage apparently caused major changes in the plans. Applicant therefore sought the Board's approval of new, modified plans that put a large recharge basin right on the Bypass where a natural, wooded area was to be undisturbed. Applicant also submitted building plans and a graphic previously submitted; topo and drainage and other maps are also available.

The proposed basin would have 115' frontage on the Bypass, and would be 294' deep--about the size of a football field! It's in the upper right corner of the plan below.

The plan does call for some landscaping at the front of the recharge basin, but it cannot replace the trees that will be removed if this plan is approved. The burning question is why not move the basin back, away from the Bypass, and retain a deep natural buffer in front of it?

The Planning Board opened a hearing on the modified plans on 7/16/12. EMPOA submitted a letter to the Board objecting the location of the recharge basin and urging the Board to give public notice of a hearing on the new plans. To get comments from the public, the Board is continuing the hearing this Monday, August 6, at its meeting starting at 4 pm at Town Hall. (This is hearing # 7.) If you would prefer a natural street scape on the east end of the Bypass, come to the meeting and speak to the Board.
