Updating Minnesota’s Telephone Exchange Boundaries using ArcGIS Online
In late 2012 the State of Minnesota was informed the Federal Communications Commission (FCC) would require the submission of telephone exchange service boundaries from the state or service providers by June 28th, 2013. The Minnesota Geospatial Information Office (MnGeo) maintained a boundary file for Minnesota Department of Commerce but it had never been reviewed by the service providers – a critical step for the FCC. The review process would necessitate the coordination of Local Exchange Carriers, Minnesota Telephone Alliance, MnGeo, Commerce, and the FCC. ArcGIS Online, a SaaS, was used by the providers for review and comment on their boundaries. Minnesota was one of the few to meet the deadline and the process continues today.
