The Hadrian Empire's government in the current day is an absolute monarchy with all power centered on the Empress, who presides over a closed council known as the High Consulate which is composed of seven Consuls and two Legates who govern the Empire’s constituent provinces. Bureaucratic structures beneath the High Consulate inherited from the Republic prior to Empress Elizabetha’s ascension ensure the day-to-day functions of Imperial administration are handled, and that the Empress may direct most of her focus to the ongoing conflict in the March and preparations for the coming End Times.
