Those that take his idea to the highest level are known as the Order of the Owl. The Order of the Owl is a sect of innovators, change agents, thinkers and those who wish to push the world towards progress and change more aggressively than many feel is necessary. They serve in most aspects of the Hadrian Empire, some as advisors, others in the military, all moving toward the future. Because of the Empresses’ vision, several of the Order of the Owl have joined with the Sacramentum, seeing the movement towards stopping the upcoming destruction as a worthy cause. Others feel that this impending doom is the ultimate change possible, and are shadow agents who are trying to thwart the Empresses’ vision.
With the eclectic nature of those who are a part of the Order, there is no centralized governmental structure. There is however a vow, Mutatio propter se, or “change for its own sake”. This vow, and the implications of having so many different interpretations, lends itself to the Order being known for its “parliaments”, or debates. One raises up the ranks in the order based upon their ability to debate their particular point. Often Order members will gather together and simply argue to their heart's content, all in good fun, using wisdom and wit as their weapons. If you argue well enough that you indeed change your opponent’s position you are seen as one blessed by Caelus. This means nothing to those outside the order, but within these individuals are sought out for their wisdom and advice.
Those in the Order of the Owl are usually marked by a trinket or necklace with an owl on it. These are not hidden, but shown to the world so as to bring forth more conversation and debate. If there is a parliament, a larger owl would be placed nearby to signify the gathering.
For those who wish to enter into this order, they must make their request known to a current Order member, who will invite them to a parliament. At that parliament, they will be given the opportunity to debate a topic. If they prove themselves worthy of wit and wisdom, they will be invited into the order proper.
