Design and build procurement is recommended for this project because time is of the essence. The contractor is completely responsible and wholly accountable to the client in the case of a building failure, project construction or design difficulties. This enhances the line of communication and allows the contractor to respond and adapt more quickly and immediately respond to the needs of the client.

An increase in the contractor’s involvement in the design could lead to new design ideas and lower construction risks. When tendering for the second stage, the main contractor is likely to have a substantial risk allowance when using a design and construct approach. Using the novation procedure described above, this need should be alleviated. Loss of control is also a concern with this method of procurement, but from KID Development’s perspective, the design and requirements of the employer are already at a sufficient stage for these to remain on top of the project's focus.
