You have discovered that Singapore is a highly urbanised city-state with limited land, so careful planning is needed to ensure that housing development remains both liveable and sustainable.
As the population grows and land use demands increase, the government must balance the need for more homes with the need to protect the environment and provide quality living spaces for residents.
So far, you have explored how sustainable development is applied to housing in Singapore.
This includes examining how Housing and Development Board (HDB) towns are designed with access to transport, green spaces, amenities, and efficient land use.
Through this case study, you will inquire how Singapore plans for housing that is not only functional and affordable, but also environmentally responsible and socially inclusive.
The former Singapore Turf Club site in Kranji Racecourse is being redeveloped into a large new residential estate covering about 130 hectares. The future town will include approximately 14,000 public and private homes, together with green spaces and a range of community facilities. The first Housing and Development Board (HDB) flats are expected to be completed in around ten years.
This development provides an opportunity to study how a sustainable and liveable city can be planned to meet the needs of future residents while balancing environmental, social, and economic considerations.
Learning Outcomes
By the end of the lesson, students will be able to:
Knowledge & Understanding
Describe the key features of the redevelopment of the former Kranji Racecourse site, including housing, green spaces, transport links, and community facilities in the new town.
Skills (E21CC – Critical Thinking & Communication)
Analyse how urban planning decisions contribute to a sustainable and liveable city, and communicate their ideas clearly using geographical evidence and diagrams.
Values & Application
Evaluate how the new Kranji town balances the needs of different stakeholders (residents, government, businesses, and the environment), and explain why sustainability is important in urban development.

You are part of a team of urban planners. Your task is to design a new town for the future residents.
Create a PowerPoint to present your proposal. Work in groups of 4 to 6.
1. Slide 1: Title Group member name
2. Slide 2: Background
What kind of town do you want to create?
Include:
Target residents (families, the elderly, young couples)
Key theme (e.g., “Green City”, “Smart Town”)
3. Slide 3: Land Use Plan
Draw or insert a picture showing:
Residential areas
Commercial areas
Green spaces
Transport infrastructure
Explain why you arranged it this way
4. Slide 4: Transport System
How will people move around?
Include:
Public transport (MRT, buses)
Walking and cycling paths
Explain how you reduce traffic congestion
5. Slide 5: Sustainability Features
Include at least one of the following:
Green buildings
Renewable energy
Water management
Explain how these help the environment
6. Slide 6: Stakeholder
Identify at least the following.
Government (e.g. planners)
Residents
Businesses
Explain:
Their needs
Possible conflicts
7. Slide 7: Challenges
Identify challenges, such as:
Environmental impact
Noise or congestion
8 Slide 8: Propose realistic solutions
Why is your town:
Liveable?
Sustainable?
