The best frozen peas I've found in Germany, tested frozen....starting from the best (tested/prices from supermarkets in Hamburg between October 2019 and May 2020 -- don't miss out on my summary of why frozen peas is the ultimate food):
These are by far the most consistently sweet-tasting peas, regardless of time of year!! The peas tend to be bigger, and are harder to digest, though.... This seems to have the best quality-price ratio (if you buy the 800-g bag)

Peas from various EU countries. What do you do with such starchy peas? Make pea soup (which brings out the sweetness, and its slight starchiness is put to good use)
