Excepting under authorization of the Commissioner of Education or rules and regulations promulgated from time to time by the West Warwick School Committee, no teacher shall for any purpose whatsoever, solicit, exact, or receive from any pupil in any school any contribution or gift of money or any article of value, or any pledge to contribute any money or article of value.
No article shall be sold or offered by an outside vendor to public school pupils or employees on any school premises, nor shall any article of value be sold through the agency of pupil's in the schools without prior approval by the Superintendent or designee. No employee shall solicit or exact from any pupil in any public school any contribution or gift of money or any article of value, or any pledge to contribute any money or article of value. Nor shall any employee in any school, at any time other than during the regular summer vacation of the schools, accept any fee or gift for the tutoring of any child regularly under his or her instructions outside of the adopted Human Resources process and procedure; nor shall any outside ventor distribute or solicit through or in the public schools or to children on their way to or from school any circular, sample, package, coupon, ticket or other similar advertising materials without prior approval from the Superintendent or designee.
This section shall not be construed to forbid requiring or accepting from a pupil a deposit of a reasonable amount of money as a guarantee for the return of school property other than the books and supplies required by State Law to be loaned free of charge, provided that the West Warwick School Committee shall make suitable rules and regulations for the safekeeping and return of such deposits; nor shall it be construed to forbid the acquisition by pupils at reasonable prices of articles made in industrial, manual training, or other similar classes; nor fund raising activities conducted under suitable rules and regulations adopted by the West Warwick School Committee.
