There are Settings simulators for iOS9, 10, and 12 so what happened to iOS11. iOS11 exists or existed as an anomaly within the Apple iOS ecosystem. For many legacy devices, Apple stopped iOS support for those devices at iOS9 or iOS10. All other devices are currently supported up to the latest version of iOS12 which means that iOS11 becomes just a stepping stone. There may be valid reasons for specific users for not updating their device from iOS11 to iOS12 but as many users have updated, there is very little need for an iOS11 specific tool.
