In October 1962, an American spy pilot is flying a fighter jet near Cuba, spying on a Cuban military base. He discovers Cubans transporting weapons, but also a Soviet missile being placed on the ground. After confirming his location, the pilot speculates that the USSR is secretly transporting missile to Cuba. He then flies back to Washington, D.C. to report the information to the White House. Upon arriving at the White House, he reports the spotting of Soviet missiles in Cuba, and shows a photograph of Cubans transporting a Soviet missile. The US appears to be angry, and then immediately calls for an emergency meeting in order to deal with the situation. During the meeting, an American general speculates that the USSR is executing a plan to invade the United States, since the missiles are placed only 90 miles away from the coast of Florida. He suggest that they should use force immediately to intercept. The US agrees with the general's proposal.

Back to the coast of Cuba, American ships begins to enter the Cuban territorial sea. An American soldier jumps to one of the Cuban transport ships used to transport weapons. He points his rifle at a Cuban soldier, forcing him to open the crates with Soviet weapons stored in it. A Cuban general walks in, and asks the Cuban soldier to leave, allowing the America soldier to check the weapons inside the crate. At the same time, an American battleship was destroyed in the background, while two Cuban soldiers are planning to report the incident. Cuba, after acknowledging the incident, begins to panic in his office. The USSR comes into the office, explaining to Cuba that the Soviet transport ships have avoided the blockade, so that the US soldiers won't spot the Soviet missiles. But on the other side, another American jet is following Soviet ships in order to gather more information. The Soviet soldiers on the ship quickly spotted the jet flying above them. Despite a soldier suggest that they should ignore the jet, another soldiers still launches a rocket to shoot the jet down.

Back to Washington, D.C., US officials has detected that one of their jets is shot down by the Soviets. The US immediately decides to launch a counterattack against the USSR. Despite one of the officials claiming that this could lead to a full-scale war, the general presses a button to bring up the button used to strike to the USSR. At Cuba's office, Cuba also decides to strike the United States, and brings up another button in order to do that. Before they both pressing the buttons, the US closes the cover, deciding not to launch the strike. Considering that his actions could "start another World War", he plans to have a conference with the USSR. In the conference, both the US and the USSR accursed each other for deploying missiles in other countries: Soviet missile in Cuba and American missiles in Turkey. At last, they both reach a agreement of removing their missiles in Cuba and Turkey, despite secretly planning to deploy more missile in other places.
