Civil Defence (CD)
Introduction
The Civil Defence Course is conducted for Secondary Two Cadets in collaboration with the Singapore Civil Defence Force as part of our SGSecure efforts. This half day course is conducted at any fire station division as part of the requirement to attain proficiency badges under the Community and National Education.
Objectives
The course aims to:
(i) acquaint cadets with the meaning, significance and need of Civil Defence;
(ii) educate cadets on the relationship of Civil Defence with the concept of total defence;
(iii) provide opportunities for the participation of cadets in Civil Defence activities.
(iv) to allow cadets to be equipped with on core lifesaving skills and
(v) be familiar with essential emergency procedures with greater emphasis on practical hands-on engagements.
Scope of the course
With effect from November 2016, SCDF’s signature five-modular Community Emergency Preparedness Programme (CEPP) has been streamlined into a three-tier structured programme.
In-line with SGSecure, the content of the CEPP is focused on core lifesaving skills and essential emergency procedures with greater emphasis on practical hands-on engagements. Through this, cadets are able to assist others during emergencies.
To attain the Civil Defence badge, cadets are required to complete the "I AM SAFE" and "RESPONSE READY" programmes.
I AM SAFE PROGRAMME
This section would take you about 15 minutes to complete.
This e-learning programme focuses on two key topics:
What do you do when a fire breaks out?
Improvised First Aid Skills (IFAS)

RESPONSE READY ONLINE PROGRAMME
This section would take you about 45 minutes to complete where the module covers the basic Emergency Preparedness (EP) knowledge focusing on 'Triangle of Life' knowledge, namely first aid, CPR-AED and firefighting, as well as an overview of SGSecure- Singapore's community response to the terrorism threat.

Cadets who complete the ‘Response Ready’ e-learning programme may choose to attend the physical lesson (approximately 3.0 hours) where the main focus will be on the practical hands-on training on the ‘Triangle of Life’ skills.

Starting 16 October, cadets could once again attend the station based Community Emergency Preparedness Programme (CEPP).
In support of safe-distancing measures, SCDF has implemented a set of safe management measures to safeguard the health and well-being of staff and CEPP participants.
The key safe management measures are as follows:
Each CEPP class will be capped at a maximum of 16 participants
To aid contract tracing, all participants will have to check-in via the SafeEntry app and to complete a health declaration
All participants will have to undergo temperature screening. Those with temperature readings 37.5oC and above will be denied entry
All participants are to wear their facemasks at all times
All participants are to observe the social norms such keeping at least 1 m distance, avoid shaking hands, avoid talking loudly and ensuring good personal hygiene (e.g. regular handwashing/ sanitising hands)
Going Beyond
Cadets may also embark on the final tier: "Lifesaver" programme to learn more advanced First Aid skills and safety skills (including evacuation procedures). Upon attending this elective programme, cadets are more able to assist in any civil emergency.
'LIFESAVER' Programme (approximately 4 hours)
As a follow up to the ‘RESPONSE READY’ programme, participants will learn the following comprehensive lifesaving skills as well as advanced EP knowledge namely:

Refresher on Fire Extinguisher and Hose-reel operating procedures
Methods of casualty evacuation
Evacuation procedures in typical HDB residential estates & super high-rise residential buildings

In Place Protection Procedures
Knowledge on Public Warning System (PWS) Sirens
Decontamination Procedures
