Onboarding
All of the instructions for filling out the forms were sent over at the beginning of the year by Ms. Fely Luzon (Fely.Luzon@va.gov). It is a long, multistep process involving multiple emails:
Part 1: The first email (sent from MVI.System@va.gov):
There are forms that you will be completing online using the IAM Invitation Service. Please follow the instructions below to begin.
Instructions:
Visit AccessVA at https://eauth.va.gov/accessva.
Click "I am a VA Employee or Authorized Contractor".
Select "IAM Invitation Service".
The IAM Invitation Service accepts any of the login methods visible on the AccessVA Home page, but an ID.me account can be created for the purpose of accessing the Service. If you have a preferred login method, select it. If no method applies to you, select "Sign in with ID.me" and create an account following the on-screen instructions.
Once you are signed in, click the red "enter it here" link in the center of the page.
Enter and submit the invitation code from the instructions in the email
Please only use ID.me to create an account or log in, if have an existing account.
Instructions – Onboarding Form in Account Provisioning/Deprovisioning System (APDS).
Mandatory Training for Trainee’s course in the Talent Management System (TMS) -You will be emailed Instructions for creating a TMS training account once your onboarding packet is signed.
Fingerprinting and US Access/PIV Photo ID. Please wait to be contacted and you will be scheduled for fingerprinting & a photo ID. You will need to bring two forms of Government-issued IDs with you (Driver’s License, Passport or SSN card are all acceptable) (Expired ID and School ID are not acceptable). Please note: You will not receive your US Access/PIV card on same day, we will contact you once it has arrived.
Please electronically sign all the areas on the onboarding packet that require your signature. Once it has been completed, you will hit submit, and our Designated Education official/Chief will sign it. Then you will receive another email that will indicate a signing ceremony has been initiated. You will need to sign the remaining forms (FL 10294, SF61, & OF306).
Once you are done completing the forms through the VA Account Provisioning/Deprovisioning System, please reply all to the email with these instructions. You will receive an email to complete the Talent Management System (TMS) to do the required mandatory training for trainee’s course once your onboarding forms have been signed. You will be contacted to scheduled fingerprinting and photo ID appointment for a USAccess/PIV card. For any questions, please email SDCVAMCHPTSupport@va.gov
Part 2:
Please navigate to the IAM Invitation Service as instructed below to sign your required forms.
Final signatures on the documents listed below must be done in the presence of a designated VA Official during the first day of orientation of your appointment, unless instructed to do so earlier.

Visit AccessVA at https://eauth.va.gov/accessva.
Click "I am a VA Employee or Authorized Contractor".
Select "IAM Invitation Service".
Log in via the same method you used when you first began your provisioning process.
Once you are signed in, you will see the yellow "!" icon next to the forms needing Appointee signatures.
After signing the three documents please click the green "Finalize Appointee" button to conclude your portion of the ceremony.
Part 3:
Make An Appointment to obtain ID card
To learn how to make an appointment, visit the Credential Appointment page on the USAccess Web site at https://www.gsa.gov/fedidcard. Please schedule an appointment at https://portal.usaccess.gsa.gov/scheduler and visit a USAccess Credentialing Center nearest to you. If your email system does not support URL links, simply copy this link and paste it into your web browser: https://portal.usaccess.gsa.gov/scheduler
To cancel or modify your appointment please refer to the directions in your appointment confirmation email.
What To Bring To Your Appointment
Please bring two valid and non-expired forms of ID to enroll for your USAccess credential. Two forms are required to validate your identity, one of which must be a Government-issued photo ID.
NOTE: Your first and last names MUST match the names on the identity documents you submit for enrollment.
