The first part of this chapter seems to be talking about imam al Askari AS and praising him:
2 You are the most excellent of men and your lips have been anointed with grace, since God has blessed you forever.
Ahmad ibn ‘Ubayd Allah ibn Khaqan was in charge of collecting property and other taxes in the city of Qumm. One day in his presence the ‘Alawids and their beliefs were mentioned. He was a staunch Nasibi (abusive of ‘Alawids). He said, “In the city of Surra man Ra‘a a man from the ‘Alawids like al-Hassan ibn Ali ibn Muhammad ibn al-Rida in guidance, calmness, piety, nobility and generosity to his family and among banu Hashim. They all as well as the official, the ministers and all common people all would give preference to him over their elders and the noble ones…
let your right hand achieve awesome deeds.
I said, “My master, it is narrated to us from your holy ancestors that the prophet sleep on their backs, the true believers sleep on their right side, the hypocrites sleep on their left side and Satans sleep on their belly.” He (a.s.) said, “That is how it is.” I then said, “My master I struggle to sleep on my right side abut I can not do so and I do not go to sleep on my right side.” He remained quite for a while and then said, “O Ahmad, come close to me.” I went close to him and he said, “put your hand hand under your clothes.” I did so. He then took his hand from under his clothes and place under my clothes. He wiped with his right hand my left side and with his left hand my right side three times. Ahmad has said that ever since I have not been able to sleep on my left side and can not go to sleep on my left side.”
5 Let your sharp arrows pierce the hearts of the king’s enemies;
H 186 - It is narrated from Muhammad bin Yaqub Kulaini directly that Imam Hasan Askari (a.s) said when Imam Mahdi (a.s) was born: “The oppressor presumed that they would kill me and cut off this progeny. So how did they witness the might of Allah?”
a scepter of justice will be the scepter of your kingdom.
Whenever the iron rod/scepter is mentioned it is related to imam Mahdi AJ
7 You love righteousness and hate wickedness; therefore God, your God, has set you above your companions by anointing you with the oil of joy.
The “oil of joy” may refer to the immamah
Abu al-Hassan (a.s.) looked at him after a while and said, “My son, renew your thanks to Allah, the Most Majestic, the Most gracious, because He has granted you a new task (Leadership with Divine Authority). The young man wept, praised Allah, and said, “We are for Allah and to Him we shall return. He then said, “All praise belongs to Allah, Lord of the worlds. I pray to Allah for completion the blessings for us in you. “We are for Allah and to Him we shall return.” We asked about him and it was said that he was al-Hassan, the son of the Imam.
9 Daughters of kings are among your honored women; at your right hand is the royal bride in gold of Ophir.
Narrated by al Fadhl ibn Shazhan RA, from Muhammad ibn Abduljabbar, imam al Hassan Al Askari AS said: “The Imam and the Proof of God after me is my son. Named after The Messenger of God SAWA, and his nickname, who is the seal of the Proofs of God, and the last of his successors. I said: from Who is he, O son of the Messenger of God? He said: From the daughter of the son of Caesar, the king of the Romans. He will go into occultation for a long time, then he will appear.”
