The Mayor is an Awakened human tasked with overseeing the civic and political affairs of Savannah. Their influence reaches both the human and Supernatural communities. Their stance toward the Shrouded world (player’s choice: supportive, fearful, hostile, or ambivalent) profoundly shapes the city’s atmosphere. They may work to uphold the Shroud, broker peace between groups, or pursue their own hidden agenda.

Whether Awakened or a Freemason, the Chief Historian maintains strict control over what is known, what is remembered, and what must remain hidden. Their access to restricted archives documents, testimonies, and relics pertaining to the city’s unseen history makes them one of the most informed and discreet figures in Savannah. The Historian may advise the Mayor or other civic leaders, but any knowledge of supernatural affairs is shared only when absolutely necessary and always under seal of confidentiality.

The Chief of Police is the highest-ranking officer in Savannah’s law enforcement. Though the vast majority of the force remains Unawakened, the Chief is Awakened and aware of the Shrouded world and its quiet influence on the city’s undercurrents. Operating at the threshold between the mundane and the mysterious, the Chief must keep one eye on crime statistics and the other on Supernatural anomalies that never make it into official reports. Whether they choose to collaborate with the Gifted, quietly monitor the Shrouded, or suppress all knowledge of the unseen, their leadership affects how close the thin line between order and chaos is drawn (player’s choice) .

Police Officers are the first responders to both the ordinary and the inexplicable: domestic disputes in decaying row houses, violent crime along the docks, strange accidents in forgotten alleys, and disturbances that never make sense on paper.
How much they question the official story or how deeply they bury their doubts is a personal choice.

The Director of Chandler Hospital is not just a figurehead of healthcare, they are the quiet fulcrum where science and the supernatural intersect. An Awakened human, the Director is fully aware of the existence of Gifted individuals, supernatural groups, and the Shroud that hides their world from the public eye.
While the hospital serves the general public as Savannah’s premier medical facility, it also operates under a silent agreement with local supernatural authorities. When strange cases arise, wounds that won’t heal, bloodwork that doesn’t match any known human biology, or patients caught between planes, the attending staff are instructed to alert the Director immediately. From there, the case is quietly diverted to supernatural channels.

As one of the most prestigious creative institutions in the region, SCAD draws students and staff from around the world. The school is steeped in Telluric energy due to its location on key leyline intersections, and its historic buildings hum with psychic residue.
Most are Unawakened, but supernatural influence is rampant, manifesting as inspiration, obsession, or strange “muses.” A number of faculty and students are Awakened, some secretly Gifted or Supernatural, and others fully entangled in supernatural politics.

The Curator oversees acquisitions, exhibitions, and the preservation of Savannah’s oldest art institution. To the public, they are a steward of culture and education; privately, they guard collections that may contain objects of deeper significance to the city’s supernatural history.

A White Claw shifter, the Master leads a mixed crew of shifters, Awakened workers, and a few trusted Unawakened laborers who keep the docks running day and night. Their authority rests not just on paperwork, but on presence respect, strength, and the unspoken law that the port is White Claw territory.
Since the Wharf Fire, control of the port has grown uncertain. Federal oversight has increased, and agents from the BLD and FBI have begun to appear under the guise of safety inspectors and trade auditors. Smugglers whisper that the fire was no accident, while the White Claws quietly work to reassert dominance over the docks and root out whoever threatens their hold.

The host may be Unawakened and skeptical, or secretly Awakened, using the show to probe the supernatural undercurrents of the city while dodging the attention of more powerful forces. Some supernaturals call in under aliases. Some guests never leave a voice.

Station staff range from receptionists to DJs and technicians. They are what keep the station on the air and functioning for the enjoyment and informational needs of the city of Savannah. These can be from any race or be awakened or unawakened; it is up to the player in how they would like to build a story.
Drawn by Savannah’s mysterious past, local reporters, podcasters, researchers, and archivists dig deep into the city’s bones. Most are Unawakened, explaining away supernatural evidence as odd coincidences or old wives’ tales. But some cross a line, becoming Awakened through exposure to Veil fractures, forbidden knowledge, or cryptic sources.
Those who persist in uncovering the truth often face pressure from both mortal and supernatural powers to stop. Others become secret allies to the Ebon or keep tabs on pack activity for their own protection or profit.

Headquarters: in the now-named Aeternis Tower the Aeternis Group presents itself as a forward-thinking multinational conglomerate specializing in real estate, biotech, defense contracting, and “experimental sustainability solutions.” In truth, it’s a façade run by a CEO corrupted by Banes, Carcosan influence, and something older that feeds on entropy, secrets, and psychic decay. Those who work long enough at the company eventually fall under Carcosa's dark influence.
Aeternis has quietly purchased swaths of historic Savannah, displacing families, desecrating haunted grounds, and “accidentally” unearthing relics better left buried. The CEO and high-ranking leadership in the organization are Awaken. Their core operations are interdimensional in ambition and seek to tear the Veil just enough to let something bleed through.
Key Information:
Influence of Banes: The company harbors spiritual parasites, twisted corporate spirits born from greed, denial, and corruption. These spirits subtly infect executives, workers, and even building systems, turning Aeternis into a living, hungry organism of despair.
Carcosan Ties: Several high-ranking leadership have been “touched by the King,” appearing perfectly sane until they begin speaking in meter or quoting lines from a nonexistent second act of The King in Yellow. The company’s secretive boardroom (Room 9F) is rumored to be lined in yellow silk no one remembers installing.

The Freemasons, who view Aeternis as a dangerously corrupted echo of their own ambitions.
The Temoin, especially after Maggie Duval’s mysterious opposition to a land sale they tried to push through before her death.
