Scum among scum, lower than the dirt itself. The Fallenband are POWs, Disgraced Skulls, and locals who bit off more than they could chew against the Chromeskulls.
They are given nothing unless absolutely necessary. Few ever find their way out of the insurmountable pit that is the Fallenband.

Somehow, despite the horrid acts it takes to be deemed fallenbanded, there lays a group far lower than even the fallenband. Luddites, horrid amalgamations of flesh and metal, are the primary lab rats of the skulls.
Formed from the need of experimentation and research on prosthesis and overchrome, many fallenband were set to be Luddited- packed full of cruelty chromed, poked and prodded at until their time of death. Once you've made it this low, theres little hope for you. Redemption is nigh impossible.

The few Fallenbanders lucky enough to hold a 'territory' to themselves. Slumlord isn't a name chosen by them, often they prefer lofty self-aggrandizing terms like 'warlord' instead.
Due to their position, slumlords often sport a more consistent stream of supplies, either from operating some sort of trade or by taxing what little goods the other Fallenbanders can scrounge up to trade in the slums. The oldest slumlords can be traced back to the higher-tier lackeys operating under Spiller and Vert, but following the Fall of the Web the slumlords instead make up the upper echelon of the fallenband themselves.
Slumlords must be roleplayed by an SR+ member of staff.
Slumlords have an odd place in the power hierarchy, they are allowed to reasonably order around [XR]s and [LR]s given they are in their home slum; but outside that condition only have 'authority' over Fallenband.
Slumlords are still subject to of soft-SRP rules, defined in the following regulations:
Slumlords are subject to standard PTK/PTC rules when in an official slum.
Slumlords may start with gear appropriate to an XR (thug).
Slumlords must still RP wounds and take into consideration the cost of food, medical supplies, and ammunition.
