Emergency Evacuation Plan– DCPS
I. Purpose of the Plan
The purpose of the plan is to provide a guideline for safe evacuation of all occupants in emergency conditions. The evacuation plan also encompasses fire drill procedures.
II. Building Description
1. Occupancy of building: Educational
2. Area of building: 325,000 SF
3. Number of stairs: 18
4. No horizontal exits
5. Construction Type: Brick and Concrete Masonry Unit (CMU). Windows are not operable for emergency evacuation.
6. Building Description:
Columbia Heights Educational Campus School is located at 3101 16th Street NW, Washington, DC 20010-3300. The total floor area of the school is 185,000 square feet. The fire alarm is a manual local alarm. Emergency power is supplied with a natural gas generator. The school is made up of roughly 1,300 students. Two elevators service the building. One on the high school side, and one on the middle school side. The building has five computer labs, 12 science labs, a woodshop, kitchen equipment and boiler room equipment.
7. Fire Department Access:
Fire Department Access can be achieved from 16th Street front side of the building. Rear access to the building can be achieved from the Hiatt Place side of the building and Irving Street.
III. Definitions
Area of Refuge:
a. A space located in a path of travel, leading to a public way;
b. Protected from the effects of fire, either by means of separation from other spaces in the same building or by virtue of location, thereby permitting a delay in egress travel from any level;
c. Properly identified with sign(s);
d. And capable of staging two or more persons in wheelchairs out of the required width of travel path.
Horizontal Exit:
a. From one building to an area of refuge in another building approximately the same level;
b. Or through or around a wall or partition to an area of refuge on approximately the same level in the same building, which affords safety from fire or smoke from the area of incidence and areas communicating therewith (1996 BOCA).
Emergency Evacuation Staging Area:
a. Room or area occupants unable to safely evacuate the building can report to during scheduled and unscheduled fire alarms;
b. Located near a exit stairway;
c. Separate from other spaces in the same building or by virtue of location; and
d. Identified properly with sign(s).
IV. Applicability
The provisions of this plan are applicable to all activities located within the Columbia Heights Educational Campus, grades six through twelve.
V. Emergency Evacuation Team Roster (see following pages for details)
§ Responsibilities of the Principal and Assistant-Principals:
a. Report all fire incidents to Fire Department (9-1-1);
b. Conduct fire drills;
c. Maintain a record of all fire drills;
d. Maintain fire alarm system testing reports;
e. Daily maintenance of all egress components (doors, stairs, corridors);
f. Updating Emergency Evacuation Plan.

VI. Occupant Responsibility
If you notice smoke/fire condition, notify an administrator/teacher immediately and activate the building fire alarm system by means of a pull station.
Evacuate the building in an orderly fashion in accordance with the procedures set forth.
Staff responsibilities:
a. All staff members will be instructed to immediately correct any condition likely to interfere with safe egress. Otherwise, report it at once to the appropriate authorities
b. Familiarize themselves with the location of interior manual pull stations and their operation.
c. Familiarize themselves with the location of all stairways, fire escapes and exits;
d. Upon the sounding of the fire alarm, refrain from creating any condition that might tend to induce panic.
VII. Fire Drill Procedure
1. Fire drills will be sounded on the interior fire alarm system.
2. Fire drills will be conducted at various times of the day, and recorded in the fire drill file.
3. All occupants shall leave the building in an orderly manner by assigned exit(s) or stairway.
4. The staff shall assist and direct students in evacuating the building and then proceed directly to 16th Street side of the building or the parking lot on the Hiatt Place side of the building.
5. Instructions will be given to the students by the staff as to:
a. Not attempt to secure or recover any personal belongings after fire alarm has sounded;
b. What action to take when a fire alarm is sounded when in other than their regular area;
c. Immediately evacuate the building upon the sounding of the fire alarm, even though it may be a drill.
6. At the meeting area, the designated staff member shall take a head count to ensure that everyone is present and accounted for. Persons unaccounted for shall be reported to the meeting area monitor.
7. The occupants shall remain at the assigned assembly area until an all-clear notification to return to the building is given by the Principal or Administrative official.
VIII. Fire Emergency & General Evacuation Procedure
1. Upon discovery or notification of a fire, verbally notify staff and students in the immediate area, and proceed to evacuate the building.
2. Principal shall notify the Fire Department by dialing 9-1-1. If notification is by telephone, give the exact street address, section of the city (NW, SE, etc.), name of the building, location and extent of fire emergency (floor, people trapped, handicapped occupant(s), etc.).
3. All occupants shall leave the building in orderly manner by assigned exit(s) or stairway.
4. The staff shall assist and direct students in evacuating the building and then proceed directly to 16th Street side of the building, the Recreation Field, the Football field on Hiatt Place, or the sidewalk on Irving Street, depending on where their assigned site is (according to the floor plan).
5. Instructions will be given to the students by the staff as to:
a. Not attempt to secure or recover any personal belongings after fire alarm has sounded.
b. What action to take when a fire alarm is sounded when in other than their regular area.
c. Immediately evacuate the building upon the sounding of the fire alarm, even though it may be a drill.
REMEMBER TO TAKE THE PLASTIC EMERGENCY PROCEDURES GUIDE WHICH IS HANGING BY THE CLASSROOM DOOR.
6. At the meeting area, the designated staff member shall take a head count to ensure that everyone is present and accounted for. Using the Emergency Procedures Guide, the teacher/staff person should show RED for need assistance or student missing, YELLOW for extra students, GREEN for all students accounted for. Persons unaccounted for shall be reported to the meeting area monitor.
7. The occupants shall remain at the assigned assembly area until an all-clear notification to return to the building is given by the Principal or Administrative official.
IX. Emergency Evacuation of Disabled Persons
Disabled persons, their disabilities, assigned staff members and required assistance are identified in the chart below. There are five disabled students enrolled at this time.
:
1. At the sounding of the alarm, students and staff requiring the use of wheel chairs, crutches, leg braces, cane(s), and walking devices who can descend stairs unassisted, or with the aid of crutches, leg braces, cane/s, walking devices, or another person, shall evacuate the building. A Chart similar to the example above, containing up to date information on these students, as well as their period by period location will be distributed to all staff and updated quarterly. Students and staff who cannot descend stairs unassisted will go directly to the appropriate evacuation staging area as designated on the floor plans. They shall await the assistance of the area supervisor. The room will be secured by closing any open windows and doors. In the event of an unscheduled alarm and the area supervisor is unable to reach the control point person, DCFD communications shall be contacted. All occupants of the evacuation staging area will remain until the recall alarm has sounded or emergency personnel have arrived to take the occupants to safety. At no time during a scheduled or unscheduled alarm shall the students and staff requiring assistance be left unattended. In the event of an actual fire or other major emergency and the evacuation staging area is unavailable; they will be carried to the ground floor level and out of the building.
2. At the sounding of the alarm, students and staff who are visually or hearing impaired shall be assisted by the designated aide, teacher, and or assistant principal in evacuating the building.
3. At the sounding of the alarm, students who are mentally impaired shall be assisted by the designated aide, teacher, and or assistant principal in evacuating the building.
4. At the sounding of the alarm, students and staff who have permanent/temporary conditions, such as respiratory problems, cardiovascular problems, etc. al., and require assistance shall go directly to the appropriate evacuation staging area as designated on the floor plans. They shall await the assistance of the area supervisor. The room will be secured by closing any open windows and doors. In the event of an unscheduled alarm and the area supervisor is unable to reach the control point person, DCFD communications shall be contacted. All occupants of the evacuation staging area will remain until the recall alarm has sounded or emergency personnel have arrived to take the occupants to safety. At no time during a scheduled or unscheduled alarm shall the students and staff requiring assistance be left unattended. In the event of an actual fire or other major emergency and the evacuation staging area is unavailable; they will be carried/escorted to the ground floor level and out of the building.
X. Outside meeting places for Emergency Evacuations have been established for this particular location. Upon exiting the building, students and staff will assemble on the area designated according to the classroom they are evacuating. The following are the available assembly aras
1. The Plaza/Basketball Court located on the south side of the building( Area D)
2. The Plaza/Sidewalk located on the main entry, 16th Street portion of the building (Area A)
3. The Plaza/Softball field located on the north side of the building, (Area E.)
4. The Football/Soccer Field (Area C)
5. The Irving Street Sidewalk (Area B)
In the event of inclement weather or the occupants cannot be returned to the building after a reasonable time, the school will report to the following location:

XI. Evacuation Plan Narrative
Columbia Heights Educational Campus has a first floor, second floor and a third floor on the Middle school side, and first, second, third and fourth floors on the High school side. Evacuation procedures shall be strictly followed during emergencies. The evacuation floor plans show detailed evacuation routes for all floors. Staff and students are to review floor plans to become familiar with the evacuation routes throughout the building.
b. In the event of an emergency that requires immediate evacuation, students shall proceed out of the room, line up in an orderly fashion and quietly follow the solid line indicated on the evacuation floor plan to the nearest exit. In the event that the designated emergency exit is blocked follow the dashed line to the secondary exit. The teacher shall leave the classroom last and shut the door without locking it. After exiting the building teachers and students are to move to their assigned areas and line up for roll call. Teachers should remain with their students until all are either picked up by parents, transported by bus, or returned to the building after the signal has been given. No persons are to re-enter the building until the all-clear signal is given and the teacher excuses students to return.
c. Persons needing assistance shall proceed to the evacuation staging area, as referenced in the Emergency Evacuation of Disabled Persons plan.
d. Emergency Evacuation Floor Plans are posted in all common areas throughout the building.
e. Principal shall ensure that staffs assigned to carry persons needing assistance are physically capable of the task. Twice per school year (once in spring, once in fall semester) during fire drills designated staff will practice with a simulated dummy.
Evacuation Procedures for Students with Physical Disabilities
At the sound of the alarm, all students on the first floor with physical disabilities that prevent or delay them from exiting the building, will exit the building through Exit 5. Students on upper floors (2, 3, and 4) who can descend stairs unassisted or with the aid of crutches, leg braces, canes, walking devices or another person, shall evacuate the building following the same procedures as non-disabled students. Students on upper floors who are unable to evacuate shall be escorted by their classroom teacher to the Fire Evacuation Staging Area (FESA) on their respective floors. The FESA rooms will be staffed by the administrator and the Security officer assigned to monitor that floor. The FESA staging areas on the upper floors are as follows:

The Floor Warden responsible for each FESA will ensure signs designating room as a FESA are clearly affixed near the entrance of each room. The administrator will also ensure that each room is equipped with a telephone connected to an outside line. In the event of an emergency and the FESA is occupied, the location of the students will be made known to the fire department by the display of the FESA area flag at the window and another FESA flag in the hall. The doors to the FESA will remain closed to prevent smoke from entering. The telephone will be used to advise emergency personnel of any significant change in conditions that arise in or near the FESA or with the students. Students shall remain in the FESA until the all-clear signal or fire department personnel remove students if needed.
During a fire drill, students in the FESA will remain in that area until the fire drill concludes. In cases of an actual fire or other major emergencies which would make the use of the elevator a possible hazard, the administrator and the security officer responsible for clearing that floor will carry student(s) to the Exit 5 where they will be met by the school nurse with a wheelchair. Once secured in the wheelchair student will exit the building using the wheelchair ramp at Exit 5.
The school nurse will maintain a list of all students with physical disabilities, both permanent and temporary, who may require the use of a FESA. The school nurse will regularly provide an updated list to the principal. All students with physical disabilities and their parents or guardians shall be informed by the principal or her designee of the following
1. The purpose of the FESAs;
2. The location and identifying signs of all FESAs;
3. The plans for evacuation
1. The Connect-Ed phone service will be utilized to notify staff before arrival back to school and information will be placed in staff mailboxes at the beginning of the school day.
2. A faculty meeting will be convened before school. Faculty will receive handouts covering recommendations for dealing with loss. Personal Growth referral forms will be utilized to refer students to counseling.
3. The loss of a student or staff member will be announced to the school by visits of members of the SERT team to individual classrooms. The counseling team will arrange for selected class visits by counselors and Personal Growth team members.
4. The Personal Growth Center will be available for grief counseling (individual and group)
5. A list of counseled students will be kept on file in the Personal Growth Center. Follow up calls will be made to parents of students in distress and recommendations will be made to the parent to provide support.
6. Teachers will provide an opportunity for students to discuss the loss and the stages of grief that they may be experiencing.
In order to maintain consistency in a systemic development of Emergency Response Plans, all schools should comply with the same color codes for incidents.
The term "CODE RED" will be applied for any situation that places students or staff in imminent danger and requires an immediate specific response to the danger or threat by law enforcement personnel. During any incident that warrants a “Code Red”, the utilizations of students as message runners is strictly prohibited. Code Red will be announced via the intercom, if available, or by security or administrators on the floors.
The following situations fall under the CODE RED designations: Unidentified Person on School Site, Weapons, Gas leak, Bomb or Bomb Threat, Hazardous Materials, Severe Weather, Fire.
The specific steps and responses to each of these are described in the EMERGENCY PROCEDURES MANUAL, which is located in each room.
The term "CODE ORANGE" will be applied for technological hazards and severe weather conditions that pose a potential risk to life, health or property.
