3. Motivation:
Empirical studies on organizational behavior in the early 2020s in JNTUH has unveiled interesting details of low QoA giving rise to third party engagement(viz. judicial engagement) that is impressionably against the notoriety of illegal, maladministrative performance@JNTUH. The case study is w.r.t. the JNTUH maladministration which is owing to not following the fundamental rules and norms and to even not following the High Court orders. The vicious cycle of maladministrative performance in academic engagement in Telangana engineering education through JNTUH is appalling. Given the vicious cycle of maladministration@JNTUH, the term 'rogue administration@JNTUH' came to be in vogue appropriately applicably w.r.t. the administrative engagement between VCNR and RMH on the one side and staff such as kcrAIAH on the other side and similarly among VCNR, RMH, PN on the one side and kcrAIAH on the other side. As JNTUH has become a cesspool of maladministration, the renderings of this study are for organizational quality development in JNTUH by highlighting certain empirical data and analysis.
4. Real Story:
A professor was transferred from Manthani campus of JNTUH to the Sultanpur campus of JNTUH in Dec2022. The administrative duo VCNR-RMH maladministratively issued orders of transfer cancellation. Their maladministrative, illegal functioning was challenged in the High Court@Telangana. The High Court issued the interim order suspending the illegal transfer cancellation order. They did not learn lessons for correction. Suffering from megalomania, they unduly filed a writ appeal which was found fault with and was dismissed by the Honorable High Court as withdrawn.
The administrative duo continued to be maladministrative and handled the situation recklessly unscrupulously. PN and RMH faced the contempt notices from the honorable High Court@Telangana. The Contempt of Court Act has provisions for imprisonment and penalty to contemnors. Until they were risked owing to their contempt of court, RMH and PN failed to comply with the court orders. PN and RMH became worried that they would have to go to jail if the court admits and proceeds against them with the court contempt case. To save themselves from going to jail, they got kcrAIAH into service immediately in view of the court contempt notice of the HC. Spannings six months(Dec2022-Jun2023), the erring, maladministrators@JNTUH abused the service of kcrAIAH. They even misled the court giving the impression of compliance of the court orders. But, they did not pay salaries dues to the staff such as kcrAIAH for the period spanning seven months (Dec2022-Jun2023).
RMH is of high level of abuse of his administrative office. RMH maintains a Namaaj Hall (in the underground of the former SIT building and, in other words, now, in the underground of the Principal's office room in Kukutpally campus) illegally abusing the funds of MHRD and other academic building funding organizations of Govt. He spared the underground space and structures (which were due to Govt. funds from MHRD, ... ... ...) for the Islamic purpose. This is sheer abuse of office authority of the Registrar. Because of him, the Registrar's office abuse is continuing. What is happening in the Namaaz hall space in the underground is interesting. This space is used as a lodge by the Muslims. A lot of Muslims come and go. They use the space for lodging purpose. There are a few rooms too apart from the Namaaz hall. These rooms are used for lodging purpose surrepticiously. The official abuse of the bulding space in JNTUH is because of RMH now. In stead of giving the space for academic, cocurricular, ... ... purposes such as Students Amenities Centre, NCC Cadets Service Room, ... ..., the abusive maladministration@JNTUH due to RMH is letting the illegal abuse of building space continue.
Because the Professor kcrAIAH resorted to questioning the JNTUH maladministative authorities by RTI Act 2005 Applications and pioneered Cyberpolicing R&D for a corrective approach w.r.t. the maladministration@JNTUH, he was abusively oppressively kept aside sidetracked from his mainstream office duties and not allowed to work duly in the Sultanpur campus of JNTUH.
Needless to say, the nonpayment of salary dues to kcrAIAH for the period spanning six months(Dec2022-Jun2023) amounts to contempt of court crime and the RMH deserves jail imprisonment owing to his criminal administration. RMH is atrociously abusively irresponsible. RMH is primarily a teacher and only secondarily an administrator. How can he be qualified a teacher? By mere degrees? By mere designation? How can a teacher who covers up his mistakes rather than corrects his mistakes be qualified as a teacher? An ass is better in learning skills than RMH.
Because of the illegal, abusive stand of RMH of prolonging the matter of payment of salary dues to kcrAIAH for the period spanning six months(Dec2022-Jun2023), RMH is appropriately branded as a scandalous scamster administrator. Because I have the capacity to highlight the scams of RMH, RMH is of an atrociously, irresponsibly, illegally, oppressively, abusively administrative stance towards the TREs such as kcrAIAH.
In view of the scandalous scamster administration of RMH, the OB in JNTUH is taken up for an administrative computing exercise of research for publication.
The idea is to highlight the scandalous OB owing to the maladministration of the JNTUH authorities such as RMH for R&D solutions and for an organizational intelligence solutions in this regard.
TREs-abusive authorities should not be allowed to lead with respect and honor. Their respect and honor should go off to winds because of the TREs-abusive maladministration. The TREs-abusive maladministrative university authorities who are teachers should not have continuing respect and honor. Respect and honor are owing to well-performing nature of the administrators. Ill-performing, TREs-abusive maladministrative officers do not deserve respect ad honor. They deserve to be spat upon if they are continuously of the wicked, selfish, TREs-abusive maladministration.
Superior officers do not deserve respect and honor as long as they lack a sense of responsibility consciousness and treat the subordinates with mere superiority complex and abuse the honest service of the subordinates.
In the case study, the duo/trio authorities are noticeably of evil-minded TREs-abusive maladministration. They do not correct themselves when they are at fault. Scandalous, scamster, maladmistrative bossism cannot command respect and value in the modern world of democratic setup. There are many ways to teach to the erring, TREs-abusive maladministrative authorities. Erring, TREs-abusive maladministrative oppression gives rise to protesting expressions on the part of the TREs and regression in the organizational quality performance. If not today, tomorrow, the scandalous, scamster, maladmistrative bossism will be defused with an iron leg or evolvingly for a righteous administration.
The teacher's pen is more powerful than the erring, TREs-abusive maladministrative authority/administrator. The English proverb is "The pen is mightier than the sword.". In the OB context, the capable teacher is more powerful than the erring, TREs-abusive maladministrative authority administrator, as a matter of fact.
The point is that the duo/trio erring, TREs-abusive maladministrative authorities should cease to be of the wrongful, illegal tendency and correct themselves as follows.
1.Disburse the salary dues spanning Dec2022-Jun2023 to kcrAIAH immediately to the incumbent TRE Professor.
2.Issue the Senior Professor proceedings too immediately to the incumbent TRE Professor.
Why is the correction necessary immediately on the part of the duo/trio authorities?

Further, the officers lose their respect, honor and nobility by the continuance of illegal maladministration and an attitude to cover up the same to abusively enjoy maladministrative power. When administrative feudalism of the much loathsome kind of the outdated times prevails in any Telangana university, it is condemned very much as it is but maladministration in university academics. It is deterrent to the promotion of R&D quality and also deterrent to the career development of the prospective engineers of the university.
The roguish abuse of the maladministrative officers reflects on the staff, the pupils and the academics badly qualitatively like this.

Administrative పదవులెక్కిన regular teachers మదమెక్కి అధికారదుర్వినియోగం తో fundamental rules, Constitution of India ను తుంగలో తొక్కి తోటి regular teachers తో ఇట్లు వ్యవహరించడం ఎంత దుర్మార్గం. వీరి evil, బద్మాష్ administration తీరుతెన్నులు ను వ్యవస్థ కు ఎరుక పరిచి వ్యవస్ధాగత పరిష్కారాలకు కృషి చేయడమే తరువాయి, ఉత్తమం. The tragic point is that the engg. students in JNTUH study "Constitution of India" as an academic subject, but the JNTUH authorities follow unconstitutional and maladministrative pursuits and respect not the High Court orders till they are risked by the Contempt of Court notices by the honorable High Court. If the law and order problems are created by the maladministration@JNTUH, if they do not take responsibility and ownership for transforming the maladministration as a good administration that respects and complies with the high court orders, if they shy away their responsibility for personal aggrandizement in office positions, the deleterious effects are upon the quality of academics, students and teachers. If the fire of maladministration is left burning, it will devour the quality of academics and the academic spirit of the pupils and the teachers thus leading JNTUH to become a sick academic organization in the sequel.

The Registrar Mr.RMH failed to take ownership of the responsibility of compliance with the legal proceedings of the High Court order in regard of the salary dues payment owing to restitution of my service in JNTUH as the Registrar's transfer cancellation order was suspended by the High Court.
The discordant administration between VCNR and RMH is bound to bring down the impressionability of the administrative and governmental performance amounting to bad name and fame to the administration and, in turn, to the government in vogue, in the sequel. So, the administration and government are alerted that there are alarming bells for immediate correction in regard of the 2 points highlighted here for justice to the incumbent Prof.kcrAIAH. The administrative malice and caprice of Mr.RMH towards the fellow TREs such as kcrAIAH is condemned and will boomerang on the TRE-abusive maladministration@JNTUH.

It is absoluitely wrong to drag the time further keeping in cold storage the pending matters. A decisive stand and procds. should be issued immediately correctively of their wrongful maladministration.
The erring, TREs-abusive maladministrative authorities should cease to be of the wrongful, illegal tendency and correct themselves by righteous administrative procds. for correction of their illegal, maladministrative misdeeds. The answer to "Should a rogue administration in an organization such as JNTUH be not questioned?" is that the rogue administration should ever be challenged for correction. It is only by questioning the irresponsible maladministration that the positive transformation comes up for a qualitatively successful organizational performance.
