Jay has a bachelor’s degree in Political Science from the University of Tennessee-Knoxville (2009) and law degree from the University of Memphis, Cecil C. Humphreys School of Law (2013). While in law school, he served as a Law Review staff member, Student Justice on the school’s Honor Council, and worked as a research assistant to Professor Alena Allen. Jay is a licensed attorney in Tennessee, and after law school, he began work as a plaintiffs’ attorney. His practice concentrated primarily on representing injured employees in workers’ compensation disputes. Jay began working as mediator for the Tennessee Bureau of Workers’ Compensation in August of 2015 and became the Bureau’s first ombudsman attorney in August of 2017.
