Preheat oven to 350°F. Cut ducks into serving pieces. On waxed paper, coat pieces with about 1/2 cup flour. In Dutch oven over medium heat, in hot butter or margarine, cook duck until browned on all sides, a few pieces at a time, removing pieces to platter as they are browned. Add onion and celery to drippings and cook until onion is tender, about 5 minutes.
Return duck to Dutch oven and sprinkle with salt and pepper; add 1/2 cup water. Cover and bake 1 hour or until duck is fork-tender.
Remove duck to warm platter. In small bowl, blend 1 tablespoon flour with 1 cup water until smooth. Gradually stir into drippings in Dutch oven and cook over medium heat, stirring constantly, until smooth and thickened; serve over duck.
